About the Role

The Regulatory Manager / Specialist will be responsible for overseeing all regulatory, permitting, and government liaison activities for the company's renewable energy projects in the Philippines, including solar, wind, and energy storage.

This role serves as the primary interface with key government authorities such as the Department of Energy (DOE) and the Energy Regulatory Commission (ERC), ensuring full compliance with regulatory requirements and timely acquisition of all necessary permits and approvals throughout the project lifecycle.

Responsibilities

  • Government Liaison, Contract Applications & Permitting
  • Act as the primary point of contact with DOE, ERC, NGCP, DENR, and LGUs etc.
  • Lead the application and management of key regulatory approvals, including:
  • Renewable Energy Service Contracts (Solar/Wind)
  • DOE COE / COA
  • ERC Certificate of Compliance (COC)
  • Oversee end-to-end permitting processes across the project lifecycle, including:
  • Environmental Compliance Certificate (ECC)
  • Land conversion and land use approvals
  • Local government construction and operational permits
  • Ensure all regulatory submissions are accurate, complete, and submitted on time

  • Permitting Strategy & Execution
  • Develop and implement permitting strategies aligned with project development timelines
  • Establish and manage a detailed permit tracker to monitor progress and critical milestones
  • Lead key approval processes, including grid interconnection, environmental approvals, and land-related permits
  • Identify regulatory risks, bottlenecks, and potential delays, and propose mitigation strategies
  • Support grid connection processes, including SIS studies and connection agreements

  • Regulatory Affairs & Compliance
  • Monitor and interpret changes in Philippine energy regulations and policies
  • Ensure compliance with all applicable regulatory frameworks (DOE, ERC, WESM, etc.)
  • Manage reportorial requirements and regulatory filings throughout the project lifecycle
  • Support participation in regulatory consultations, hearings, and industry engagements

Qualifications

  • Education
  • Bachelor's degree or above
  • Preferred fields: Engineering, Law, Energy, Public Administration, or related disciplines

  • Experience
  • Minimum 5 years of experience in the power, renewable energy, or infrastructure sector
  • At least 3 years of experience in regulatory, permitting, or project development in the Philippines
  • Proven experience working with DOE and/or ERC (required)
  • Experience in securing Service Contracts or ERC permits is a strong advantage

  • Technical & Professional Skills
  • Strong understanding of the Philippine energy regulatory framework
  • Familiarity with renewable energy permitting processes (ECC, land, LGU, etc.)
  • Knowledge of grid interconnection procedures and project development processes
  • Ability to prepare and manage regulatory documentation independently

  • Core Competencies

  • Excellent project management and coordination abilities
  • Fluent in English (written and spoken)
  • Detail-oriented with strong execution capability
