About our client: An international construction firm that specializes in water utilities and wastewater projects
Responsible for heading the industrial bidding department. This role combines high-level technical estimation with business growth strategy, specifically focused on the Philippine water utilities and wastewater treatment sector. You will lead a team of specialists to secure large-scale infrastructure projects while managing complex stakeholder ecosystems.
Strategic Leadership & People Management
- Lead, train, and mentor a team of estimators and BD associates, fostering a culture of technical precision and proactive sales.
- Set KPIs for the bidding department, ensuring all submissions meet internal quality standards and deadline requirements.
- Manage departmental workloads, assigning the right technical specialists to specific Water/Wastewater RFPs based on project complexity.
- Drive the adoption of advanced estimation software and best-in-class bidding methodologies within the team.
Industry-Specific Business Development
- Leverage deep-rooted experience in the Philippine water industry (e.g., Maynilad, Manila Water, and provincial PWDs) to identify upcoming CAPEX projects.
- Proactively scout for opportunities in Sewage Treatment Plants (STP), Water Treatment Plants (WTP), and specialized industrial wastewater solutions.
- Strategic Partnerships: Build alliances with international technology providers and local civil works subcontractors to strengthen bid competitiveness.
- Position the company as a thought leader in water sustainability and efficient utility management within the local market.
Stakeholder & Client Management
- Act as the primary point of contact for C-suite stakeholders, government regulators, and utility board members.
- Lead high-stakes contract negotiations, balancing client requirements with the company's commercial risk appetite.
- Navigate complex project requirements by managing expectations between internal engineering teams and external client consultants.
- Work closely with the Project Management and Finance departments to ensure a seamless hand-off from Won Bid to Active Project.
Advanced Estimation & Bidding Strategy
- Review and approve all major quantity takeoffs and cost models for water infrastructure, ensuring zero scope gap in mechanical and electrical components.
- Conduct rigorous risk assessments for large-scale utility bids, accounting for Philippine regulatory shifts and site-specific environmental factors.
- Lead brainstorming sessions to identify cost-saving technical alternatives that provide higher value to the client while protecting margins.
- Oversee the creation of multi-million peso proposals, ensuring they are technically sound, commercially viable, and compliant with Philippine bidding laws.
Qualifications & Requirements
- Experience: At least 8 years of experience in Estimation/Business Development, with at least 3 years in a managerial or lead capacity.
- Industry Track Record: Proven success in winning and managing projects within the Water Utilities and Wastewater industry. Solid background with Manila Waters and Maynilad Project is a must
