Philippine Business for Social Progress (PBSP) is the largest business-led non-governmental organization (NGO) in the Philippines, established in 1970 to lead the private sector's efforts in poverty reduction. Founded by 50 business leaders, it encourages companies to fulfill their corporate social responsibility (CSR) by pooling resources and expertise to support sustainable development.
ROLE SUMMARY
Oversees and manages overall supply chain, logistics strategy, procurement,
vendor management, fixed asset management and inventory in order to
maximize the process efficiency and productivity in fulfillment of supply chain
management requirements of all organizational units.
DUTIES AND RESPONSIBILITIES
Overall in-charge of every stage of the Foundation's supply chain ensuring
delivery of the quality product comes at just the right time. at the most cost-effective
and cost-efficient manner.
A. Procurement
- Locates vendor of materials, equipment or supplies, and interview them in order to determine product availability and terms of sales.
- Analyzes market and delivery system in order to assess present and future availability of materials.
- In-charge in Bidding Awards Committee (BAC) functions such as prequalification of bidders, issuance of invitation to bid, conduct of pre-bid conference, ocular inspection when necessary, receipt and opening of bids, etc. Acts as a minutes-taker of BAC.
- Handles the accreditation of suppliers, contractors and service providers for the various procurement requirements of the Foundation including those of the BAC.
- Approves Purchase Requisitions for supplies and equipment of all units except for Procurement Department. Endorses Purchase Orders to Executive Director for approval.
- Coordinates with government agencies and local government units on various procurement information updates relevant to the foundation and secure necessary permits.8. Designs and implements a Procurement Management Program.
- Formulates, recommends and manages the implementation, review and enhancement of procurement policies and procedures.
B. Logistics
- Manage inventory as well as warehouse, transportation, and other logistics processes
- Develop new strategies to streamline processes and reduce
- Ensure that quality, quantity, customer satisfaction, and financial commitments are met
- Perform metrics reporting and data analysis tasks to identify issues and opportunities for process improvements
- Partner and communicate with manufacturers, suppliers, and customers
- Formulates, recommends and manages the implementation, review and enhancement of logistics and warehousing policies and procedures.
C. Inventory
- Maintain accurate inventory of supply and products
- Reviews recommended inventory workforce schedule or outsource staffing services
- Investigate and resolve inconsistencies with inventory
- Advise leadership about improvements in inventory life cycle
- Minimize inventory loss and organize SCM custody of fixed asset management by incorporating best supply chain practices
- Formulates, recommends and manages the implementation, review and enhancement of inventory or fixed asset management policies and procedures.
D. Project Management
- Fulfills any project participation or leadership.
- Proactively monitors and collaborates with all other units of the Foundation.
- Communicates effectively milestones, challenges and results
- Resourceful and shares necessary networks, affiliations for project completion.
- Participates in periodic budgeting and audit exercise.
E. People Management
- Leads transformational activities to build SCM organizational capabilities and improve functional delivery services and efficiency.
- Conducts team workforce planning and hiring including endorsement of employee requisition from recommendation of supervisor/team lead for appropriate approval.
- Develops individual and team soft skills and functional skills, knowledge and attitude (SKA) to be ready now leaders and ready for any organizational and process/system changes.
- Handle SCM incident reports and disciplinary action in coordination with Human Resources unit.
- Ensure objective investigation in resolving any inconsistencies in any of the sub-function processes including inventory, procurement, logistics and warehousing in collaboration with Human Resources unit.
- Evaluate performance of direct reports and team periodically and as necessary following existing practice or standard prescribed by the Foundation.
- Establish goal setting every year with direct reports and team in alignment to institutional strategic direction and objectives.
- Motivate team for talent retention and inspire creativity for improvement and continuous learning and development.
- Approve leave/absence, attendance, reimbursement/liquidation, and other employee request among others of direct reports.
- Assists and supports the team leaders/senior officers in the preparation and operationalization of the unit plans and budget.
- Promote teambuilding activities and values driven decision-making and daily work behavior.
F. Compliance
- Ensure policy compliance of all SCM members to Foundation regulations and Code of Ethics and modeling compliance to team.
- Ensure a safe working environment and collaborates closely with HR and Admin Services unit in safety and health endeavors in the workplace.
- Ensure process and transactions be free from any conflict of interest by any SCM members.
- Participates in MANCOM meetings and other organizational activities and events including survey completions.
- Submits any required report as advised by reporting Manager or EXECOM and other document/s necessary as a requirement by other function/s.
- Performs other related tasks that may be assigned from time to time.
MINIMUM QUALIFICATION
Education:
- Degree in Industrial Engineering, Business Management, Supply Chain Management or other related field
Experience:
- Seven (7) years of solid experience in Procurement and other SCM functions in managerial capacity
- Knowledgeable on government regulations or foreign funded projects pertaining to procurement process.
- With knowledge a background in local and international procurement, global logistics and supply chain management and in contracting.
Skills:
