Job Description

JOB SUMMARY

  • The Facilities Project Manager is responsible for managing the complete life cycle of non-electric projects (NEPs) starting from planning, design, quantity surveying and costing, construction, quality assurance, and documentations. The PM ensures that projects are completed on time, with quality, and within the approved budget. The PM is also responsible for the development of policies, guidelines, procedures, and standards to ensure real estate properties, spaces, buildings, structures, and equipment are optimized. Lastly, the PM is also tasked to develop properties and workspaces that promotes resiliency, sustainability, work productivity and efficiency.

GENERAL RESPONSIBILITIES

Space Optimization

  • Develops space optimization strategies anchored on company objectives, plans, and targets
  • Audits space and organizations to ensure compliance to set Policies and Standards (See 2b)
  • Evaluates impacts on space optimization strategy of renovations plans and projects
  • Leads in property development (e.g., Meralco Campus Project, Isla Provisor, etc.)
  • Performs urban planning and site development of lands of Meralco
  • Integrates NEP projects and real estate development plans

Development of Policies and Standards

  • Develops policies and standards
  • Develops of policies, guidelines, procedures, standards (referred to as Policies and Standards as a whole) for company-owned lands, spaces, buildings, structures, and equipment, in compliance to relevant company, and internationally and locally accepted standards (e.g., LEED, DOLE, DOH, NSCP, Building Codes, etc.)
  • Communicates developed Policies and Standards prior to roll-out and full implementation
  • Conducts handholding activities during Policies and Standards implementation transition period
  • Research innovations and latest technologies applicable to Meralco real estate properties, spaces, buildings, structures, and equipment

Architectural and Engineering Design

  • Design and Integration of Projects
  • Integrates design of multiple projects to ensure efficiencies in design preparations
  • Synchronizes design from architects, renderers, and design engineers (i.e., structural, sanitary, plumbing, electrical, mechanical, fire protection, structured cabling, etc.) to prevent inter-disciplinary design clashes
  • Design projects based on company, government, and international standards
  • Evaluates technical and financial viability of client's requirements
  • Performs cost estimation (e.g., BOQ and BOM)
  • Provides support to project justifications to regulators and management
  • Evaluate designs from the Service Providers
  • Evaluates compliance to international, government, and company standards and recommends approval of submitted architectural and engineering designs from Service Providers
  • Evaluates and recommends approval of submitted quantity surveying (QS) and cost estimates from Service Providers
  • Manages design corrections, revisions, and versions of design plans and sketches
  • Manages adjustments on QS and cost estimates

Excellent Execution of Projects

  • Management and integration of multiple projects execution
  • Integrates execution of multiple projects to ensure implementation efficiencies
  • Coordinates the seamless execution of architectural and engineering designs (i.e., structural, sanitary, plumbing, electrical, mechanical, fire protection, structured cabling, etc.)
  • Formulates resolution of inter-disciplinary clashes during implementation
  • Ensures compliance of construction to international, government, and company policies, guidelines, procedures, regulations, and standards
  • Attends to queries and clarifications from several touchpoints (e.g., BAC, PURCOM, FINCOM, Contractors, Clients, LGU, etc.) on issues related to project's ERC justifications, BOM, design, construction, schedule, weather charts, materials, equipment, site conditions, variation orders (VO), permits, etc.
  • Conducts technical bidding, in coordination with Supply Chain Management (SCM)
  • Discuss technical requirements to Contractors during bidding
  • Attends to technical clarifications and reviews technical bid bulletins prior to release of SCM
  • Evaluates technical bids and recommends approval of the acceptability of technical bids
  • Prepares Contractor prior to mobilization during pre-award and pre-construction activities
  • Evaluates and recommends approval of submitted schedules, Gantt Charts, and critical paths (i.e., S-Curves) of the Contractor prior to mobilization

Quality Assurance (QA)

  • Development of QA processes
  • Develops and researches QA best practices, standards, processes, procedures, equipment, tools, and technology
  • Develops and recommends approval of test plans for concretes, metals, equipment, and devices that are critical to the project acceptance
  • Conduct of quality inspection and correction of defects
  • Evaluates compliance of construction and workmanships to design standards, material specifications, and acceptable test limits (e.g., structural tests, mechanical tests, electrical tests)
  • Conducts punch-listing rectifications

Management of Outsourced Services (i.e., Engineering and Consultancy)

  • Develops and recommends approval of Scope of Works (SOW), Service Level Agreement (SLA), Performance Metrics, Penalty, and other outsourcing requirements
  • Evaluates terms and conditions of Request for Proposal (RFP) and Contracts, in coordination with Contract Management (CM) and Legal - Business Contracts and Consulting, respectively
  • Recommends approval of penalty to Contractors for systemic violation of Contracts
  • Determines and recommends approval of budgets and resource requirements (e.g., people, equipment, materials, etc.)
  • Controls utilization of outsourced services budgets

Provision of technical assistance to One Meralco on workspace-related requests

  • Inspect sites, gather data, and consolidate client's requirements
  • Layout and details renovation plans in consideration to international and company policies and standards
  • Provide BOQ and BOM for renovation projects
  • Provide timetable of renovation projects based on scope and complexity

QUALIFICATIONS

  • Must be a Licensed Electrical/ Mechanical Engineer
  • Minimum two (2) years of work experience in the design and construction, related to facilities, buildings, structures, and property development
  • Preferably with diploma or certification in the following: Construction Management, Project Management, Facilities Management, Property Management, Urban Planning, Asset Management
  • AutoCAD and other computer software (e.g., MS Project, Sketch-up, Lumion, Photoshop, etc.)
  • Basic Occupational Safety and Health (BOSH)
  • Knowledge in ISO related to design, construction, project management, and facilities
  • Good oral and written communication skills
  • Possess integrity and high ethical standards
  • Possess strong teamwork qualities to achieve common goals
  • Ability to deliver results under extreme pressure and tight schedules
  • Preferably with driver's license for four (4) wheel light vehicles
  • Willing to work onsite (Ortigas, Pasig City)
  • Must be amenable for a 2-year fixed-term contract
