Job Description

Job Summary

This role is responsible for supervising the sourcing and purchasing of construction materials, equipment, and subcontracted services to ensure timely delivery, cost efficiency, and quality compliance. The ideal candidate has strong leadership skills, solid construction industry knowledge, and hands-on experience in managing procurement processes in a fast-paced project environment.

Job Duties and Responsibilities

1. Supervise a team of buyers or procurement associates responsible for day-to-day procurement activities.

2. Oversee the sourcing, bidding, negotiation, and procurement of key construction categories such as raw materials, MEP systems, plant and equipment, and subcontractor services.

3. Coordinate closely with project teams, site engineers, and planners to align material requirements and procurement schedules with project timelines.

4. Review and approve purchase orders, supplier contracts, and tender evaluations in line with internal control procedures.

5. Monitor vendor performance and resolve supply issues related to delivery delays, quality defects, or compliance breaches.

6. Maintain procurement tracking systems and ensure accurate and up-to-date records of purchases, budgets, and supplier documentation.

7. Support development of category strategies and vendor panels for frequently used materials and services.

8. Conduct vendor evaluations, audits, and onboarding in coordination with quality and HSE teams.

9. Ensure adherence to company procurement policies, ethical sourcing standards, and regulatory requirements.

Job Qualifications

Educational Attainment:

  • Bachelor's degree in Supply Chain Management, Construction Management, Engineering, or related discipline.

Skills:

1. Strong knowledge of construction materials, services, vendor markets, and project-based procurement.

2. Excellent negotiation, problem-solving, and decision-making skills.

3. Strong verbal and written communication skills.

4. Experience with ERP systems (e.g., SAP, Oracle, Procore) and procurement tools.

Experience:

4-6 years of progressive experience in procurement or supply chain, with at least 12 years in a supervisory or team lead role.

Job Competencies

1. Experience on large-scale construction or infrastructure projects.

2. Proven ability to manage procurement teams, multiple stakeholders, and tight project deadlines.

3. Certification in procurement or supply chain (CIPS, CPSM, or equivalent) is a plus.

4. Familiarity with local and international sourcing, import/export regulations, and logistics.
