JOB OVERVIEW:
The Regulatory Counsel is responsible for handling, monitoring, and representing the Power Business Unit (PBU) in regulatory applications, compliance matters, and rate cases before the Energy Regulatory Commission (ERC) and other government agencies. The role ensures that the company adheres to all regulatory requirements, provides legal guidance on compliance matters, and liaises with external legal counsel and government agencies on regulatory proceedings.

DUTIES AND RESPONSIBILITIES:
Regulatory Compliance and Management:
1. Represent the PBU in rate case applications before the ERC, ensuring compliance with regulatory requirements.
2. Prepare and review regulatory filings, pleadings, reports, and legal documents related to rate cases, licensing, and other ERC applications.
3. Monitor and interpret changes in energy laws, ERC rules, and other regulatory issuances, advising the company on necessary adjustments.
4. Interface with the ERC, DOE, WESM, and other regulatory bodies on legal and compliance matters affecting the company.
5. Manage external counsels handling rate cases and regulatory litigation, ensuring alignment with corporate legal strategies.
Advisory and Stakeholder Engagement
1. Provide legal advice to internal stakeholders on regulatory compliance, licensing, and rate-setting issues.
2. Assist in reviewing regulatory policies, bidding requirements, and compliance obligations affecting company operations.
3. Represent the Legal and Regulatory Compliance Team in public consultations, hearings, and stakeholder meetings related to energy regulations.
4. Educate internal teams on legal risks, regulatory changes, and compliance best practices.
Corporate Governance and Policy Development
1. Assist in drafting and reviewing internal policies, procedures, and compliance programs to ensure alignment with regulatory requirements.
2. Maintain legal and regulatory databases, ensuring proper documentation of all regulatory filings, licenses, and approvals.
3. Support corporate governance initiatives related to regulatory affairs and energy compliance.
QUALIFICATION GUIDE:
EDUCATION : Bachelor of Laws (LL.B) or Juris Doctor (J.D.), Philippine Bar Member in good standing.
EXPERIENCE : At least 1-2 years of experience in regulatory law, preferably in energy, utilities, or corporate practice.
PREFERRED : Strong knowledge of Philippine energy laws, ERC rules, DOE regulations, and WESM market operations.
