Contracts Lawyer

Join our Core Business Services (CBS) team and help support the important business enablement functions that keep our organization running strong.

The Office of the General Counsel (GCO) is dedicated to proactive support and alignment with SGV & Co.s network's needs, taking responsibility for success and world-class execution. The Contracts Lawyer to provide legal support on government and public‑sector procurement and contracting matters. The role focuses on ensuring compliance with procurement laws, advising key stakeholders, and managing legal risk across the full procurement lifecycle—from bidding to contract close‑out.

Key responsibilities:

  • Provide legal advice and support on government and public‑sector procurement transactions, ensuring compliance with applicable procurement laws and regulations (e.g., RA 9184 and related issuances).
  • Draft, review, and negotiate procurement‑related contracts, bid documents, terms of reference (TOR), and post‑award contract matters.
  • Advise management, Bids and Awards Committees (BAC), and end‑user units on legal, regulatory, and procedural aspects of public procurement.
  • Conduct legal review of bidding processes, eligibility and post‑qualification requirements, and contract implementation.
  • Handle procurement‑related disputes, bid protests, blacklisting and termination cases, and represent the organization in administrative proceedings as needed.
  • Identify legal and contractual risks in procurement and recommend practical mitigation measures.
  • Develop and update procurement policies, templates, and internal guidelines, and monitor legal developments affecting public procurement.
  • Coordinate with auditors, regulators, and oversight agencies and support contract close‑out and documentation processes.

Requirements:

  • Philippine lawyer with at least 2 years of legal experience in government procurement or public‑sector contracts
  • Experience advising or working with government agencies, LGUs, GOCCs, or entities engaged in public bidding
  • Exposure to procurement audits, compliance, or disputes is an advantage
