Job Description

Job Summary

Whitestone Holdings, Inc. is seeking an HR Manager to serve as the sole in-house HR professional responsible for the full range of human resources operations, including recruitment, employee relations, payroll processing, and general HR administration. This is a hands-on role for someone who can independently own hiring, employee relations, HR compliance, and payroll from end to end, with no direct reports. The HR Manager will be the primary point of contact for all employee-facing HR matters and will partner closely with leadership on people-related decisions.

Key Responsibilities

Recruitment & Talent Acquisition

  • •    Manage full-cycle recruiting: intake with hiring managers, job postings, sourcing, screening, interview scheduling, and offer negotiation.

•    Maintain job descriptions and post openings across job boards, careers page, and relevant channels.

•    Track candidates through the applicant pipeline and keep hiring managers updated on status.

•    Conduct or coordinate reference and background checks.

•    Own new-hire onboarding, including offer letters, paperwork, orientation, and first-week logistics.

•    Build and maintain relationships with staffing agencies, universities, or other sourcing channels as needed.

Payroll

•    Process bi-weekly/semi-monthly payroll accurately and on time, including hours, deductions, garnishments, and off-cycle payments.

•    Maintain payroll records and ensure compliance with federal, state, and local wage and tax laws.

•    Reconcile payroll reports and coordinate with Finance/Accounting on GL entries and audits.

•    Administer year-end payroll processes, including W-2s and related filings.

Employee Relations

•    Serve as the primary, confidential point of contact for employee concerns, complaints, and workplace conflicts.

•    Investigate employee relations issues thoroughly and impartially, and document findings and resolutions.

•    Advise managers on performance issues, disciplinary action, and terminations, ensuring consistent and compliant application of policy.

•    Support performance management processes, including reviews, PIPs, and related documentation.

•    Promote a positive workplace culture and act as a trusted resource for employees at all levels.

•    Escalate legal or high-risk matters appropriately and coordinate with outside counsel when needed.

HR Operations & Compliance

•    Manage the full employee lifecycle beyond hiring: status changes, transfers, and offboarding.

•    Administer benefits enrollment, changes, and vendor relationships (health, retirement, leave programs).

•    Maintain personnel files and HRIS records; ensure data accuracy and confidentiality.

•    Ensure compliance with employment law (FLSA, FMLA, ADA, EEO, state-specific requirements) and maintain required postings and policies.

•    Draft and maintain HR policies, the employee handbook, and job descriptions.

•    Manage workers compensation and unemployment claims.

•    Prepare HR metrics and reports for leadership as needed.

Qualifications

•    Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience).

•    3-5+ years of progressive HR experience, including hands-on recruiting, employee relations, and payroll processing.

•    Demonstrated experience managing full-cycle recruitment from requisition to offer.

•    Experience handling employee relations matters, including investigations and conflict resolution, with sound judgment and discretion.

•    Working knowledge of payroll systems (e.g., ADP, Paychex, Gusto) and applicant tracking/HRIS platforms.

•    Solid understanding of federal and state employment and wage/hour law.

•    PHR, SHRM-CP, or equivalent certification preferred, not required.

Skills & Attributes

•    Comfortable operating independently as a sole HR practitioner with no support staff but with service providers for some matters (e.g., payroll).

•    High attention to detail and accuracy, particularly with payroll and compliance deadlines.

•    Strong discretion and judgment handling confidential employee information.

•    Clear communicator able to explain policy and process to employees at all levels.

  • •    Organized and able to manage competing priorities across recruiting, compliance, and payroll cycles.
