Job Description

About the Role:

Makro Philippines (CP Axtra AC Corporation) is looking for an HR Officer - Payroll & Government Benefits to manage payroll processing and administer statutory government benefits for our growing workforce. This role ensures our employees are correctly enrolled, contributions are remitted on time, and claims and loans are processed smoothly — a critical trust-building function as we scale headcount across store and head office teams.

Key Responsibilities:

  • Process end-to-end payroll accurately and on time, ensuring correct computation of salaries, overtime, and deductions
  • Manage end-to-end government benefits administration — SSS, PhilHealth, HDMF (Pag-IBIG) — including new employee enrollment, member data updates, and separation reporting
  • Ensure accurate and timely remittance of statutory contributions and employer/employee shares to SSS, PhilHealth, and HDMF
  • Process and follow through on employee claims (SSS sickness, maternity, disability) and coordinate submission with the relevant agencies
  • Process salary and calamity loan applications, deductions, and amortization tracking for SSS and HDMF
  • Serve as the primary point of contact for employee questions on government benefits, loans, and claims
  • Maintain accurate and audit-ready records of contributions, remittances, and claims documentation
  • Prepare and file required statutory reports (e.g., SSS R3, PhilHealth RF-1, HDMF MCRF) within regulatory deadlines
  • Coordinate with SSS, PhilHealth, and HDMF branches/portals to resolve member records issues and discrepancies
  • Support BIR/TRAIN Law-related payroll compliance, including withholding tax computation and reporting
  • Assist in audits by preparing supporting documentation for statutory contributions and benefit disbursements

Qualifications:

  • Bachelor's degree in Human Resources, Accounting, Business Administration, or related field
  • At least 2-3 years of relevant experience in payroll and/or government benefits administration
  • Strong working knowledge of SSS, PhilHealth, and HDMF (Pag-IBIG) processes, portals, and statutory reporting requirements
  • Familiarity with Philippine labor law and BIR/TRAIN Law payroll compliance
  • Proficient in MS Excel; experience with payroll or HRIS systems and government agency online portals is a plus
  • High attention to detail, accuracy, and confidentiality-handling
  • Good organizational and communication skills, with a service-oriented approach to employee concerns
  • Willingness to learn and adapt in a growing startup environment
