Job Overview
The HR Officer is responsible for the seamless delivery of essential HR services, acting as the backbone of the employee lifecycle. This role ensures that payroll is accurate, benefits are managed effectively, and company policies are enforced in compliance with local labor laws. You will bridge the gap between financial accountability and employee support, ensuring that all people-related processes are efficient, transparent, and compliant.
Responsibilities
Payroll and Financial Compliance
- Payroll Processing: Coordinate with Finance to ensure the accurate and timely processing of monthly/bi-monthly payroll, including the calculation of government-mandated contributions, taxes, and deductions.
- Financial Integrity: Monitor the usage of company funds (including corporate credit cards) and ensure all unliquidated or unsupported expenses are reclassified and recovered according to company policy.
- Audit Support: Maintain meticulous digital and physical records for internal and external audits, ensuring 100% accuracy in employee compensation files.
Compensation & Benefits Administration
- Provider Management: Direct the full lifecycle of employee benefits programs, encompassing HMO, life insurance, vision care, and supplemental wellness packages.
- Financial Reconciliation: Manage end-to-end benefits administration, including the audit of provider billing statements and the timely facilitation of payments to third-party vendors (e.g., insurance and health providers).
- Enrollment: Facilitate the delivery of the total rewards package by managing employee enrollment, movement, and offboarding within all benefit schemes.
- Inquiry Support: Serve as the primary point of contact for employee concerns regarding pay, insurance coverage, and benefit claims.
Employee Relations & Labour Support
- Conflict Resolution: Support the HR Manager in mediating employee concerns and counseling staff while ensuring consistent communication and enforcement of company rules and guidelines.
- Due Process: Draft critical labor-related documentation, including Notices to Explain (NTE), Decision Notices (Written Warnings to Final Written Warnings), and Return-to-Work Orders (RTWO).
- Administrative Hearings: Support the management of administrative hearings and documentation requirements to ensure all disciplinary actions meet legal due process standards.
Policy, Compliance & Risk Management
- Regulatory Adherence: Monitor changes in local labor laws and recommended updates to the Employee Handbook and internal policies to ensure ongoing compliance.
- Asset Protection: Oversee the recovery of company resources (hardware, badges, etc.) during employee offboarding and ensure final clearances are processed only after all accounts are settled.
- Policy Communication: Assist in the orientation of new hires regarding company policies, financial protocols, and behavioural expectations.
Process Management
- Capacity Planning and Forecasting: Able to manage resources during peak volume activities and plan for overtime/additional resources in advance to manage the workload.
- Risk Mitigation and Path to Green Logic: Ability to identify leading indicators to backlog and create a plan to bring a failing metric to compliance.
- Conflict De-Escalation and Root Cause Resolution: Applying 5 Whys or any other root cause process identification to come up with a permanent process improvement and not just a band-aid solution.
People Management
- Emotional Intelligence: Demonstrates a high level of emotional intelligence by maintaining strong self-awareness and self-regulation in high-pressure situations.
- Delegation and Empowerment: Ability to lead others and manage the outcomes by providing the resources the team member needs to succeed.
- Feedback and Communication: Ability to provide timely, clear, and honest feedback for the team members to grow.
Qualifications
- Experience: 3-5 years of experience in HR Operations, Payroll, or as an HR Generalist.
- Leadership: Minimum of 1 year of hands-on experience in People Management.
- Technical Skills: Proficiency in HRIS (Human Resource Information Systems), advanced Excel (for payroll reconciliations), and a strong understanding of local Labor Code requirements.
- Education: Bachelor's degree in Human Resources, Psychology, Business Administration, or other related field.
- Attributes: High level of integrity and confidentiality, strong attention to detail, and ability to remain neutral during mediation and disciplinary proceedings.
