Job Description

The Employee Relations Manager oversees employee relations, disciplinary procedures, and labor law compliance for a large workforce environment. The role ensures proper handling of employee concerns, workplace investigations, labor cases, and regulatory compliance while maintaining accurate employee documentation and records.

The position also manages 201 files, conducts new employee orientation, issues employee memoranda, monitors employee bonds and accountabilities, and ensures compliance with labor regulations governing contracting and subcontracting.

Key Responsibilities

Employee Relations and Case Management

  • Handle employee grievances, workplace conflicts, and disciplinary investigations.
  • Manage due process procedures including Notice to Explain (NTE), administrative hearings, and Notice of Decision (NOD).
  • Issue memoranda for internal and deployed employees and monitor corrective actions.

Labor Law and Regulatory Compliance

  • Ensure compliance with labor laws and regulations including **Department Order No. 174 Series of 2017 on contracting and subcontracting.
  • Coordinate with the Department of Labor and Employment, National Labor Relations Commission, and Single Entry Approach Program (SEnA) for labor cases and disputes.
  • Maintain documentation required for labor inspections and regulatory compliance.

DOLE Audit and Contractor Compliance

  • Ensure DOLE audit readiness by maintaining complete employment records, payroll documentation, and regulatory requirements.
  • Monitor compliance with contractor obligations and labor standards for deployed employees.

Client Labor Risk Management

  • Identify and mitigate labor compliance risks related to client deployments.
  • Coordinate with client representatives to address employee relations issues and ensure adherence to labor standards.

Employee Documentation and Onboarding

  • Oversee the compilation and maintenance of employee 201 files and employment records.
  • Conduct New Employee Orientation (NEO) on company policies and code of conduct.

Employee Bonds and Accountabilities

  • Monitor and manage employee bonds, accountabilities, and financial obligations when applicable.
  • Coordinate with Accounting for proper documentation and recording of collections.

Qualifications

  • Bachelor's Degree in Human Resources, Psychology, Business Administration, or related field 3-6 years HR experience, with 24 years in Employee Relations
  • Experience handling 3,000+ employees in a multi-site environment
  • Strong knowledge of Philippine Labor Law and disciplinary procedures
  • Experience handling labor inspections, SEnA, and labor complaints

The Paralegal provides legal and administrative support in handling labor-related cases, regulatory compliance, and documentation. The role assists in preparing case documents, coordinating with government agencies, and supporting the collection and documentation of financial obligations from external employees.

Key Responsibilities

  • Assist in the preparation and documentation of labor cases and employee disciplinary proceedings.
  • Draft legal notices, memoranda, and case summaries related to employee relations matters.
  • Coordinate with government agencies such as the Department of Labor and Employment, National Labor Relations Commission, and the Single Entry Approach Program (SEnA) for labor-related concerns.
  • Maintain documentation required for compliance with **Department Order No. 174 Series of 2017 governing contracting and subcontracting.
  • Assist in responding to labor complaints, inspections, and compliance audits.
  • Maintain and organize legal case files and employee records.
  • Coordinate and assist in the collection and documentation of financial obligations, bonds, or accountabilities of external employees in coordination with HR and Accounting.

Qualifications

  • Bachelor's Degree in Legal Management, Political Science, or related field
  • 13 years experience in legal support, labor relations, or paralegal work
  • Familiarity with Philippine labor laws and labor case procedures
  • Strong documentation, research, and organizational skills
  • Excellent written and verbal communication skills
