About GWEC
Global Wind Energy Council (GWEC) is the industry association representing the global wind industry sector. GWEC articulates the vision for global wind energy to major world bodies, including the UNFCCC, the International Energy Agency, the International Renewable Energy Agency and other bodies, as well as governments which are responsible for strategies, targets and implementation thereof in electricity generation and supply. GWEC has a particular focus on supporting the clean energy transition in Global South regions across the Asia-Pacific, Africa and Latin America. GWEC works together with the leading representative industry associations as well as the global wind energy industry to build a platform which communicates a common vision to all leading global decision-makers, policymakers and key opinion leaders.
GWEC is seeking an experienced and strategic leader to serve as Country Manager, Philippines, to drive policy advocacy, market development, and industry coordination in one of Asia Pacific's most dynamic renewable energy markets.
The Candidate will drive policy engagement, market development, industry coordination, and stakeholder alignment to accelerate wind energy deployment, both onshore and offshore. The role combines deep market knowledge with strong policy leadership, coalition-building skills, and the ability to translate strategy into execution in a complex and evolving regulatory environment.
The Candidate will lead GWEC's policy positioning and advocacy work in the Philippines, engaging government agencies (including DOE, ERC, NGCP, DENR, BOI and other relevant bodies), industry associations, developers, financiers, civil society organizations, and international partners. The Candidate will be responsible for strengthening the enabling environment for wind energy through policy reform, research, working groups, and strategic convenings.
The Candidate will report to the Regional leadership team and work closely with GWEC's Global Policy team. This is a full-time role based in the Philippines, with flexibility to work from home and travel domestically and internationally as required.
Responsibilities
Strategic Leadership and Market Development
- Lead GWEC's country strategy for the Philippines, aligning national activities with regional and global priorities.
- Identify policy, regulatory, and market barriers to wind deployment and develop structured advocacy approaches to address them.
- Provide strategic guidance on offshore wind auctions, route-to-market mechanisms, permitting reforms, grid readiness, and supply chain development.
- Represent GWEC in high-level meetings, industry forums, and public events as the primary spokesperson in the Philippines.
- Contribute Philippine market insights to regional APAC strategy discussions and global policy positioning
Policy Advocacy and Government Engagement
- Lead engagement with DOE, ERC, NGCP, DENR, BOI, and other agencies on wind energy policy reforms and market design.
- Develop and articulate policy recommendations related to wind development frameworks
- Track and analyze legislative, regulatory, and administrative developments impacting wind energy.
- Convene and manage technical working groups, industry taskforces, and stakeholder consultations under GWEC's platform.
- Build trusted relationships across government, private sector, civil society, and development partners.
Industry Coordination and Stakeholder Engagement
- Strengthen collaboration among developers, OEMs, financiers, ports, supply chain actors, and utilities to create aligned industry positions.
- Facilitate coalition-building to support bankable policy frameworks and sustainable market growth.
- Engage international institutions, embassies, and multilateral development banks to align technical assistance and market support.
- Ensure inclusive engagement, including community, academic, and civil society stakeholders where relevant.
Research, Reports and Thought Leadership
- Oversee or contribute to the development of policy papers, market reports, socio-economic studies, and technical briefings.
- Translate complex regulatory and market developments into clear insights for members and external audiences.
- Provide market intelligence and regular updates to GWEC headquarters and Asia leadership.
- Support the design and delivery of workshops, roundtables, and capacity-building activities.
Programme Management and Execution
- Ensure effective delivery of GWEC programmes and initiatives in the Philippines.
- Manage project timelines, stakeholder coordination, and consultant engagement where required.
- Contribute to fundraising, sponsorship engagement, and partnership development to support country activities.
- Coordinate closely with GWEC's communications and events teams for high-impact convenings and summits.
Requirements
- A university degree in renewable energy, engineering, economics, public policy, law, or a related field;
- Minimum 10 years of professional experience in the power or renewable energy sector in the Philippines;
- Strong knowledge of Philippine energy policy, regulatory frameworks, market structures (including WESM), and renewable energy development processes;
- Demonstrated experience in policy advocacy, stakeholder engagement, and coalition-building;
- Strong understanding of wind energy development, including permitting, auctions, grid integration, and financing considerations;
- Excellent spoken and written English, with fluency in Filipino;
- Proven ability to draft policy briefs, position papers, and strategic communications for both technical and non-technical audiences;
- Strong leadership and project management capabilities, with ability to operate under ambiguity and drive outcomes;
- Experience engaging senior government officials and industry leaders;
- Adept at using Microsoft Word, Excel, PowerPoint and related office tools;
- Self-starter with the ability to independently manage priorities while working collaboratively within a regional team;
- The Candidate must have eligibility to work in the Philippines.
