Job Description

I. BASIC FUNCTION

The Chief Information Officer (CIO) is responsible for providing technology vision and leadership for developing and implementing information technology (IT) initiatives that improve cost effectiveness, customer service quality, and business development in a constantly changing, competitive marketplace.

II. MAJOR RESPONSIBILITY AREAS

  • Strategic Planning: Defining the enterprise-wide technology vision and leading long-term digital transformation initiatives.
  • Operations & Infrastructure: Overseeing the reliability and performance of internal networks, hardware, and software systems.
  • Cybersecurity & Risk Management: Establishing robust security policies, disaster recovery plans, and ensuring compliance with data privacy regulations like GDPR or HIPAA.
  • Financial Management: Developing and managing the annual IT budget, ensuring cost-effective procurement and a high return on investment (ROI) for technology assets.
  • Executive Collaboration: Reporting to the President, COO, or Board of Directors to explain the risks, benefits, and costs of new technology projects.
  • Vendor Management: Building and maintaining relationships with external technology partners and service providers.
  • Digital Transformation: Identify and implement emerging technologies (AI, Cloud, Data Analytics) to create a competitive advantage.

Education

  • Bachelor's degree in Computer Science, IT, or Engineering. Master's degree is preferred but not required.

Experience

  • 10–15 years of progressive IT experience, with at least 5 years in a senior management or executive role
  • Relevant certifications such as CISSP, PMP, or ITIL.
  • Experience leading organizational change management during a merger or rapid scaling.

  • IT Architecture Knowledge – in-depth knowledge and understanding of IT architecture framework
  • IT Expertise – advanced, technical knowledge and understanding of IT systems, principles, and strategies.
  • Digital Innovation – understanding of existing and emerging technologies/digital media and its role in guiding marketing and influencing decisions.
  • IT Budget Accountability – comprehensive skills in preparing and allocating budget, weighing alternatives and their benefits on IT systems.
  • Business Process Re-engineering – strong experience in business processing modeling/re-engineering techniques
  • Analytical Thinking – has the ability analyze data and issues, and develop solutions
  • Communication – excellent written and verbal communication skills; ability to negotiate with service providers for mutually amenable agreements.
