Position: Test Environment and Data Enablement Head

Office Location: UBP Plaza, Pasig

Job Summary: The Test Environment and Data Enablement Head provides enterprise-wide leadership and governance over all test environments, test data provisioning, and data integrity processes across IT delivery teams. This role ensures the availability, stability, security, and compliance of environments and data used for development, testing, and service transition. The role drives strategic planning for environment capacity, oversees test data privacy and masking controls, and ensures seamless readiness of systems required for project delivery. As the primary accountability owner for test environments and data under IT Service Transition, the Head ensures minimal disruption during releases, compliance with regulatory requirements, and efficient end-to-end service transition.

Duties And Responsibilities

  • Define the enterprise strategy, standards, and governance frameworks for Test Environment Management (TEM) and Test Data Management (TDM).
  • Oversee long-term environment capacity planning aligned with the bank's digital roadmap.
  • Establish policies for test environment, test data security, masking, and regulatory compliance.
  • Drive continuous maturity improvements aligned with TMMi, ITIL, and audit frameworks.
  • Ensure high availability, stability, and performance of all non-production environments.
  • Lead environment lifecycle management, including provisioning, refresh, maintenance, and decommissioning.
  • Oversee test data provisioning, synthetic data generation, data masking, and compliance with data privacy regulations.
  • Ensure timely resolution of environment-related incidents, bottlenecks, and conflicts.
  • Partner with Release Management, Change Management, and QE teams to ensure readiness of environments and data for all deployments.
  • Support major projects and programs by ensuring proper environment sequencing, data provisioning, and integration readiness.
  • Evaluate risks related to environment conflicts, data quality gaps, and cross-system dependencies.
  • Serve as the process owner for audit requirements involving test data, data masking, and non-production environment controls.
  • Ensure adherence to data privacy laws (e.g., PDPA) and internal security policies.
  • Manage remediation of audit findings related to test environment and data governance.
  • Coordinate with architecture, infrastructure, application, and security teams to resolve environment and data issues.
  • Manage vendor relationships for environment tools, testing platforms, and data masking technologies.
  • Communicate environment schedules, constraints, and risks to IT and business leaders.
  • Lead a team of managers, specialists, and engineers responsible for environment and data operations.
  • Build team capability through targeted upskilling on test environment, virtualization, data masking, and automation tools.
  • Foster a culture of operational discipline, proactive risk mitigation, and service excellence.

Experience: 10+ years of experience in test environment management, infrastructure coordination, and enterprise test data management, with deep expertise in ensuring environment stability, availability, and readiness across complex IT landscapes.

Required Skills

  • Proficient in establishing and governing environment provisioning, scheduling, data provisioning, and data masking frameworks, ensuring reliable, secure, and compliant non-production environments.
  • Extensive knowledge of cloud platforms, infrastructure services, and data privacy regulations, ensuring that test environments and test data practices meet stringent security, compliance, and regulatory requirements.
  • Strong leadership skills with a focus on operational excellence, continuous improvement, and cross-team orchestration, enabling seamless integration between development, testing, infrastructure, and service transition teams.
