Job Description

The Talent Development Manager for the Philippines is responsible for designing, implementing, and continuously improving talent development programs that support Atome Financial's business objectives and regulatory requirements.

Key Responsibilities

  • Onboarding Program Management
  • Design, manage, and continuously improve structured onboarding programs that ensure a consistent and engaging experience for all new hires.
  • Collaborate with business teams to develop role-specific onboarding plans aligned with local regulatory requirements (e.g., BSP, SEC, DICT).
  • Track onboarding completion rates and collect feedback to drive ongoing improvements.
  • Facilitate a seamless integration experience, so new joiners are fully productive within their first 90 days.
  • Regulatory Training Monitoring & Compliance
  • Monitor and track completion of all mandatory regulatory and compliance training to ensure full adherence to applicable Philippine requirements.
  • Maintain accurate, audit-ready training records and documentation.
  • Prepare comprehensive compliance training reports and dashboards for management review.
  • Proactively follow up with stakeholders to address and close training gaps on time.
  • Manage training budgets in line with local regulatory requirements and submit timely utilization reports.
  • Learning Program Coordination & Delivery
  • Support the planning and execution of the annual training calendar to ensure timely delivery of programs.
  • Coordinate internal and external training programs to meet business and compliance needs.
  • Facilitate soft skills and leadership development workshops as applicable.
  • Manage vendor relationships and oversee training logistics to ensure cost-effective and high-quality delivery.
  • Talent Development Support
  • Support the implementation and tracking of Individual Development Plans (IDPs) across the organization.
  • Partner with HR Business Partners (HRBPs) to identify capability gaps and recommend targeted development interventions.
  • Contribute to the design and delivery of leadership development initiatives for supervisors and managers.
  • Tracking & Administration
  • Maintain complete and up-to-date training records, attendance logs, and learning documentation.
  • Monitor training effectiveness through post-program feedback surveys and action on insights.
  • Ensure all documentation is properly filed and audit-ready for internal governance purposes.

Job Qualifications & Requirements

  • Bachelor's degree in Human Resources, Psychology, Business Administration, Education, or a related field.

- Relevant L&D certifications (e.g., CPLP, ATD) are an advantage.-

  • Minimum 5 years of experience in Learning & Development, Talent Development, or a related HR function.
  • Experience in fintech, financial services, lending, multi-finance, or a regulated industry is strongly preferred.
  • Demonstrated experience managing compliance and regulatory training programs.
  • Familiarity with Philippine regulatory requirements (BSP, SEC, DICT, DICT-related mandates) is a strong advantage.
  • Effective stakeholder management and proactive follow-up skills.
  • Comfortable facilitating training and workshops to diverse audiences.
  • Data-driven approach to measuring training effectiveness.
  • Comfortable working in a fast-paced and continuously evolving environment.
  • Strong written and verbal communication skills.
