SOCIAL WELFARE OFFICER IV


Status of Employment : Permanent

Salary Grade : SG 22 (Php 78,162.00)

CSC Minimum Qualification Standards:


Education : Bachelor's Degree in Social Work

Training : Sixteen (16) hours of relevant training

Experience : Three (3) years of relevant experience

Eligibility : RA 1080 (Registered Social Worker)


Preferred Qualification Standards:

Education : Bachelor's degree in Social Work

Training : 16 hours of relevant training on implementation of social

welfare programs and services

Experience : At least 4 years experience involving supervision/management in the

implementation of social welfare programs and services

Eligibility : RA 1080 (Registered Social Worker)


Primary Tasks:


  1. Conducts regular visits to Centers/Institution and LGUs

  2. Provides technical assistance through consultations, dialogues, conferences and training

  3. Prepares and submits feedback reports for managerial actions and decisions

  4. Provides technical assistance to retained staff, LGUs, and other intermediaries on social welfare concerns

  5. Prepares and reviews plans and periodic reports

  6. Conducts TNAs and training/capability building activities, PREWs

  7. Packages training program for intermediaries

  8. Assists management in net working and resource generation

  9. Provides technical supervision to SWO IIs and other staff implementing social welfare programs and services

  10. Translates/interprets programs policies and guidelines

  11. Reviews/assesses SCSRs and project proposal

  12. Conducts orientation and supervises students and volunteers

  13. Mobilizes and generates resources

  14. Acts as resource person

  15. Acts as area monitor on special projects

  16. Represents the supervisor in committee meetings, conferences and social welfare related activities as may be delegated

  17. Provides technical assistance on case management covering review of case folders, conduct of case conference, data & record management, etc.

  18. Conducts monitoring visit to ensure that operation of centers/residential care facilities are based on standards along Administration and Organization, Program Management, Case Management, Helping Strategies & Physical Safety

  19. Monitors the quarterly fund utilization of the centers and residential care facilities according to the approved Annual Procurement Plan & Work and Financial Plan

  20. Conducts the Annual Program Implementation Review to determine status of centers and facilities along budget utilization, personnel management, repair and maintenance, procurement of supplies and materials

  21. Recommends alternative measures, strategies or actions in response to the challenges of centers and facilities

  22. Acts as technical adviser of Regional Director and/or Assistant Regional Director on matters pertaining operations of centers and facilities

  23. Conducts needed skills enhancement training and capability building activities with annual funding allocation for center's Staff/Personnel

  24. Coordinates/ties up with stakeholders, NGO, GOs for needed interventions of residents

  25. Attends regular meetings of Center Heads and Staff to discuss issues/gaps requiring actions/recommendations.
