Primary Tasks:
1.Conducts regular monitoring visits to Field Offices, Centers/Institutions, Local Government Units (LGUs), Non-Government Organizations (NGOs), and People's Organizations (POs) to assess program implementation. Provides technical assistance through consultations, dialogues, conferences, and training activities, and extends guidance to staff and partner stakeholders on social welfare concerns. Provides technical supervision to social workers and other personnel to ensure quality and standards in service delivery.
2. Prepares, reviews, and consolidates work and implementation plans, as well as periodic statistical, narrative, and administrative reports. Submits feedback and assessment reports to support evidence-based managerial actions and informed decision-making. Leads or facilitates Program Review and Evaluation Workshops (PREWs) and conducts data analysis to assess program performance and outcomes.
3. Conducts Training Needs Assessments (TNAs) to identify capacity gaps and learning requirements of implementers and stakeholders. Designs, develops, and packages responsive training programs and facilitates capability-building activities for intermediaries, partners, and service providers.
4. Interprets and translates program policies, guidelines, and standards into operational strategies. Oversees program implementation and provides technical assessments and recommendations to enhance effectiveness. Initiates consultations, troubleshoots implementation issues, and introduces innovations and strategies to improve service delivery.
5. Reviews and evaluates Social Case Study Reports (SCSRs), project proposals, and other case management documents to ensure accuracy, completeness, and adherence to standards. Oversees documentation processes and ensures proper case management practices are observed.
6. Supports networking, partnership development, and resource generation efforts with LGUs, NGOs, POs, and other stakeholders. Serves as a resource person in meetings, conferences, and capacity-building activities. Represents the supervisor or office in official engagements and acts as area monitor for special projects, as delegated.
7. Facilitates research initiatives and contributes to knowledge development in social welfare. Supervises students, interns, and volunteers, ensuring meaningful learning experiences aligned with program objectives.
8. May serve as the overall in-charge of the administration and operation of a social welfare and development program or service. Leads program implementation, monitors progress, and ensures alignment with goals and standards. Spearheads activities that strengthen coordination, efficiency, and overall program impact.
