What's The Role

The purpose of the position is to deliver the Operations Readiness and Commissioning & Start-Up work for the project related to permit to work activities safely, efficiently and within budget achieving goal zero HSE performance. This position, reports to the Tabangao Import Facility Manager and is supervised by the OR/CSU lead but will be part of the Philippines Tabangao Refinery to Terminal Conversion Project Management Member.

Shell Trading & Supply (T&S) Organization manages the trading, supply, distribution, and shipping business within the Shell Group.

T&S Operations manage the associated worldwide distribution network with a global portfolio of assets. Operations handle over 6 million barrels per day or products movements; every day more than 3000 trucks lift fuel from 110+ equity terminals and 770+ outside supply points delivering to 27,000 Shell Retail stations.

Within T&S Operations, the Global Engineering function reports to the GM TSO Engineering and is accountable for the delivery of the Capital Program for the 110+ equity terminals and associated infrastructure.

The successful candidate is expected to work closely with the project team and the facility to deliver the Refinery to Terminal conversion for TSO Engineering/Operations.

What You'll Do

  • PTW support (as TIF Operations have expressed limitations in manpower)
  • Preparing PIP (Process Isolation packages) and Job packs
  • Processing permits this should be enabled to offload TIF ops
  • Daily gas testing and permit issuance
  • Field coordination with contractors
  • Field coordination with TIF Operations and decontamination team
  • Preparing line/equipment for project works
  • Field SIMOPs coordination
  • Ensuring right attention is put to deliver decon and maintenance of tanks are on time
  • Update of operation procedures for new linework/ways of working. Including green lining activities with TIF (walk down of lines to confirm set up is correct as part of PSSR).
  • Alignment of the job packs to T&S requirements (i.e. permits) and LOP reviews/fine-tuning (doc vs actual).
  • Support operational MOCs. Alarm setting changes, overrides, temporary piping/hose, temporary workarounds to enable tie/in or commissioning.
  • Coordinate progressive commissioning activities (especially so for JetA1 and ADO)
  • Support PSSR activities for staggered commissioning

What You Bring

  • Technical or operations professional with at least a bachelor's degree in engineering or equivalent with minimum 3 years experience in projects & maintenance operations
  • Have a sound experience as an Authorized Gas Tester
  • Have a good experience as a Permit Issuer
  • Trained in the permit to work process and system, should acquire the FLBM PTW accreditation.
  • Awareness of the hazards of diving or an Authorized Person for Diving
  • Knowledge and understanding of relevant codes and procedures.
  • Have good experience in the creation of Job Packs, Job Hazard Analysis and Job Methodology
  • Good skills navigating the electronic permit to work system
  • Fully conversant with Shell Project Management Systems with extensive
  • knowledge of Project Completions/ Construction/ Commissioning practices and procedures.
  • Have good knowledge of terminal facilities design, fabrication, installation, pre-commissioning and commissioning.
  • Have a good understanding of project procedures and requirements, construction build and testing requirements, plant inspection and turnover experience, commissioning and start-up procedures.
  • Able to check accuracy, soundness and actual implementation of the various operating procedures in the field
