Job Summary:
To lead and manage cost planning, control, and commercial administration of large-scale construction or infrastructure projects, ensuring value for money, contractual compliance, and financial efficiency from pre-contract to post-completion stages.
Key Responsibilities:
a. Lead the preparation of detailed cost estimates and feasibility studies.
b. Manage and review bills of quantities, tender documents, and procurement strategies.
c. Support risk analysis and value engineering exercises.
a. Administer contracts (e.g., FIDIC, NEC, or local forms).
b. Evaluate and negotiate tenders and subcontractor agreements.
c. Monitor contract compliance and change management.
a. Track budget vs actual costs, provide cost forecasts, and mitigate variances.
b. Approve and certify interim payments, variations, and claims.
c. Provide monthly cost reports and financial dashboards to stakeholders.
a. Mentor and supervise junior QS staff.
b. Coordinate with project managers, engineers, and finance teams.
c. Liaise with clients, contractors, and consultants professionally.
a. Prepare and negotiate final accounts.
b. Support audits and project close-out reporting.
c. Document lessons learned and contribute to process improvements.
