Organizational Setting and Reporting Relationship

The position of Senior Operations Assistant is assigned to the Regional Cooperation and Integration Unit (SERC) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated technical international staff and senior officer.

Your Role

As a Senior Operations Assistant, you will provide essential operational, administrative, and logistical support to the Regional Cooperation and Integration Unit (SERC). You will support daily operations of SERC projects, technical assistance activities, missions, and knowledge events.

Administrative and Operational Support

  • Provide administrative and operational support to SERC activities, including regional cooperation initiatives (such as BIMPEAGA, IMTGT, GMS, and ASEAN) and selected country operations (including Brunei Darussalam and Malaysia).
  • Prepare routine correspondence, briefing notes, presentations, and background materials, including proofreading, formatting, and coordinating document clearance.
  • Maintain filing systems, shared folders, and administrative records, ensuring proper organization, version control, and accessibility.
  • Perform data entry and administrative updates in corporate and unit level systems, following established procedures.

Project, Technical Assistance, and Event Support

  • Support monitoring and follow up of projects and technical assistance activities by maintaining records and trackers and flagging routine issues to assigned international staff.
  • Coordinate administrative and logistical arrangements for missions, meetings, workshops, and events, including preparation of agendas, invitations, meeting materials, and virtual or in person arrangements.
  • Provide administrative support to capacity building and knowledge sharing activities related to regional cooperation programs.
  • Handle routine communications with internal units and external stakeholders, as instructed.
  • Provide administrative follow-up on agreed actions and coordination tasks assigned by international staff.
  • Contribute to workflow continuity by providing backup administrative support during peak periods, missions, and major events.
  • Provide guidance on administrative processes and work practices to other administrative staff, without formal supervisory responsibility.

You will need:

  • Bachelor's degree in business administration or a relevant discipline.
  • At least 5 years of relevant professional experience.
  • Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports.
  • Proficiency in Outlook, Word, Excel, and PowerPoint, and SharePoint).
  • Familiarity with videoconferencing tools (MS Teams, Zoom, Webex).
  • Capability to manage tasks and efficiently engage with diverse stakeholders; ability to develop rapport internally and externally in a multilateral environment.
  • Capability to work with individuals from different cultural/national backgrounds.
  • Capability to exercise judgement on matters of confidentiality and those requiring urgent attention especially in the supervisor's absence.
  • Capability to work collaboratively with teams as a constructive team member.
  • Excellent command of written and spoken English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
