The Senior HR Officer is responsible for delivering endtoend HR services that ensure effective talent acquisition, seamless onboarding, and strong employee engagement across BSM Maritime Training Center or MTCPH. The role oversees key HR operational functions including records management, attendance monitoring, HRIS administration, performance management support, and employee relations aligned with Philippine labor laws and corporate HR standards.
In addition, the role ensures full alignment with BSM International (Philippines) Corp. or IPC-PH Quality Management System (QMS) by managing documentation controls, maintaining updated procedures, and supporting audit readiness in accordance with established quality standards.
Talent Acquisition & Onboarding (MTC-PH)
- Leads endtoend hiring: sourcing, screening, testing, interviews, and pre-employment requirements.
- Manages onboarding, orientations, contract preparation, and government compliance (SSS, PhilHealth, Pag-IBIG, TIN, NBI).
Coordinates medical exams, HMO enrollment, and ID creation.
HR Operations, Records Management & HRIS Oversight (MTC-PH)
- Maintains 201 files, training records, employee data trackers, and Zoho HRIS.
- Oversees attendance, leave, overtime summaries, and workforce movements reporting.
- Manages digitalization initiatives, timekeeping systems, and HR process improvements.
- Ensures data privacy, document issuance (COE, memos, agreements), and audit readiness
Employee Performance, Development & Engagement (MTC-PH)
- Oversees probationary evaluations, mid-year and annual appraisals, and PIP documentation.
- Coordinates internal and external training programs.
- Represents HR in engagement events, APE scheduling, company activities, surveys, and culture-building programs.
Employee Relations, Discipline & Labor Compliance (MTC-PH)
- Handles incident reports, notices to explain/decide, and administrative hearings.
- Guides leaders on labor lawaligned disciplinary actions.
- Conducts HR policy reviews, recommends updates, and supports organizational well-being initiatives.
- Manages exit processes: clearance, exit interviews, and retrieval of company assets.
Strategic HR Partnership & Cross-Functional Coordination (MTC-PH)
- Provides workforce updates to Finance/Admin and prepares HR analytics (turnover, hiring metrics, satisfaction insights).
- Represents HR in internal/external meetings, audits, and HR Group initiatives (global HR, HRIS development).
- Ensures alignment of Philippine HR practices with broader organizational standards and objectives.
QMS Documentation & Compliance (IPC-PH)
- Ensure adherence to IPC's QMS documentation standards by managing, updating, and maintaining HR-related procedures, manuals, forms, and controlled documents. Supports the organization in meeting internal quality benchmarks and audit requirements through accurate, updated, and systematically organized documentation.
- Align the local to group procedures by reviewing the QDMS on a regular basis and ensure that changes and updates are being considered, if applicable.
- Act as the focal person for QMS document control processes within IPCPH departments, ensuring that all procedures meet quality requirements and are consistently aligned with approved workflows, revision controls, and procedural updates. Coordinates with relevant departments to support quality assurance, compliance readiness, and continuous improvement initiatives.
Education & Qualifications:
- Bachelor's degree in human resource management, Psychology, Business Administration, Communication Arts or related field.
Work Experience:
- At least 35 years of progressive HR experience in generalist or senior HR roles.
- Proven experience managing performance management cycles (probationary, mid-year, annual appraisals).
- Hands-on experience with HRIS systems, attendance monitoring, and employee data management.
- Experience in QMS documentation or structured document control systems.
- Experience working in fast-paced corporate, training center, BPO, maritime, or service-oriented environments is an advantage.
