Job Description

Job Summary

The Senior Finance Officer reports directly to the Finance Manager and assists in the efficient and effective recording, reporting, and managing of finance operations and transactions of the Country Office. The SFO shall also be responsible for managing and handling the financial resources of the Country Office and Area Programs. He/She shall coordinate and implement FH policies, guidelines, and procedures and provide timely, reliable, and relevant financial information to the Units and Area Programs. The SFP shall also assist in the local audit and preparation of the annual and forecast budgets of the Country Office

Principal Responsibilities

Financial Management and Reporting

  • Responsible for the timely processing of all country office's financial transactions, effective maintenance of appropriate financial records, and preparation of financial reports as requested by the area program manager.
  • Conducts a thorough review of all forwarded approved requests for payment to area program finance. Ensures that appropriate details and original supporting documents are attached and, within the budget allocation and FH policies, guidelines, and procedures have complied. Ensures the timely payment processing of payment requests.
  • Reviews expense reports and liquidation and verifies the authenticity and completeness of the receipts and other supporting documents before processing accordingly.
  • Assists the Finance Manager in the proper management and reporting of transactions, and proper utilization of funds.
  • Provides accurate actual expenses against the budget of support units and area programs using internal budget monitoring.
  • Provides real-time feedback to support units of reconciling items for realignment or comments on the variance between forecast vs. actual, while waiting for the official reports from Power BI.
  • Submits prescribed Country Office's reports
  • Assists in preparing financial reports (5 days before the due date) and other reports required by the Management, donors, and other partners in coordination with the FH staff concerned for the assigned project/sector.
  • Assists in reviewing the completeness and correctness of LD codes of the submitted journal imports by the Finance Officer and ensures timely uploading in MS Dynamics.
  • Reviews and consolidates the weekly cash position reports for submission to the Finance Manager.
  • Prepares Country Office's monthly reconciliation of bank accounts after posting revaluations to grant accurate balances for both USD and local currencies.
  • Prepares monthly Interco, allocation, depreciation, and adjusting entries for uploading to MS Dynamics.

Audit and Risk Compliance

  • Provides support that systems, policies, and procedures are adequately developed and implemented to strengthen the safety and security of all staff and FH resources
  • Actively identifies, mitigates, and monitors all risks to the organization and initiates corrective action where organizational gaps or weaknesses heighten risk.
  • Cash counts Cashier and other Petty Cash Custodians monthly and conducts occasional spot checks.
  • Conducts due diligence checking on incoming contracts, purchase orders payment, validates amounts, specifications, terms, and conditions with the suppliers indicated in the quotation /canvass and purchase requisition.

Staff management, Development, and Security

  • Models leadership to all staff and intentionally develops the leadership potential of key staff in the FH field by walking closely with the senior leadership team and coaching and mentoring key direct reports.
  • Ensures that direct reports adhere to the Code of Conduct, FH Policies (Personnel, Finance, IT, Security, Protection) and reports any deviation from these to the supervisor and HR for appropriate actions.
  • Works closely with the Senior Leadership Team in capacity building and teamwork
  • Manage staff performance by providing clear goals and expectations and conducting regular performance/behavior feedback. Prepare a Performance agreement and conduct performance meetings and appraisals.
  • Trains FH Staff on Financial Policies and Procedures as needed

Experience

  • At least 5 years of accounting experience at the supervisory level.
  • Non-profit ministry/ International NGO experience is a plus.
  • Experienced in managing statutory, tax, and donor audits, with up-to-date knowledge of Philippine taxation requirements and compliance.

Education/Certifications

  • Bachelor's Degree in Accountancy,
  • A Certified Public Accountant (CPA) is an advantage.

Language

Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and other financial information users.

Supervisor Responsibilities

Directly supervises staff. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.
