Job Description

Job Overview: We are seeking a dedicated and qualified Safety Officer to oversee workplace safety, implement occupational safety protocols, and ensure compliance with regulatory and industry standards. The ideal candidate will have at least 5 years of overall safety experience, including hands-on experience in railway construction or operations, and hold the necessary safety certifications and TESDA National Certificates.

Key Responsibilities:

Safety Management & Inspection: Conduct daily site inspections, identify hazardous conditions or unsafe practices, and implement immediate corrective actions.

Compliance & Auditing: Ensure full adherence to local labor standards (DOLE-OSHC) and company Health, Safety, and Environment (HSE) policies.

Railway Safety Oversight: Monitor and enforce specialized safety protocols specific to railway operations, trackwork, or civil infrastructure.

Incident Investigation: Lead thorough investigations of accidents, near-misses, and safety violations; produce detailed incident reports and prevention plans.

Training & Toolbox Talks: Conduct daily safety toolbox meetings, safety orientations for new workers, and periodic HSE refresher courses.

Risk Assessment: Prepare and review Job Hazard Analyses (JHA), Risk Assessments, and Safe Work Procedures (SWP) for complex or high-risk tasks.

Emergency Response: Maintain emergency preparedness plans, coordinate emergency drills, and act as a first responder during site emergencies.

Minimum Qualifications:

Experience: Minimum of 5 years of progressive experience as a Safety Officer in construction, heavy civil, or industrial environments. Minimum of 1 year of specialized experience in railway construction, trackwork, or railway operations.

Certifications: Mandatory certification as SO2 or SO3 (Construction Occupational Safety and Health - COSH training completed from an accredited organization). Valid TESDA NC I and NC II certifications.

Education: A bachelor's degree in Engineering or a related technical discipline is preferred.
