Position Summary
The Health, Safety and Environment (HSE) Officer (Safety Officer 4) is responsible for ensuring full compliance with Philippine Occupational Safety and Health (OSH) standards and environmental regulations across all Philippine entities. The role develops, implements, and monitors HSE programs while promoting a strong safety culture, ensuring regulatory compliance, minimizing environmental impact, and supporting facilities management initiatives.
Key Responsibilities
- Occupational Health & Safety Compliance
- Ensure compliance with all DOLE Occupational Safety and Health (OSH) Standards and related legislation.
- Conduct workplace inspections, audits, and risk assessments to identify hazards and recommend corrective actions.
- Develop, implement, and maintain OSH programs, policies, and procedures, including:
- Lockout/Tagout (LOTO)
- Confined Space Entry
- Emergency Preparedness and Response
- Personal Protective Equipment (PPE)
- Fire Safety
- Identify and mitigate physical, psychosocial, and environmental risks.
- Investigate workplace incidents, accidents, and near misses, conduct root cause analysis, and submit required reports to DOLE.
- Manage and maintain the company's HSE ticketing system.
- Organize and facilitate OSH training programs such as:
- Basic OSH
- Fire Safety
- First Aid
- Ergonomics
- Conduct compliance audits on mandatory OSH training.
- Maintain OSH documentation, permits, records, and compliance reports.
- Oversee the safe handling, storage, and disposal of hazardous materials.
- Serve as the designated Safety Officer and manage the Safety Committee.
- Ensure availability and proper use of Personal Protective Equipment (PPE).
- Maintain updated workplace safety signages and mandatory notices.
- Environmental Compliance
- Ensure compliance with Philippine environmental laws, including:
- RA 9275 – Clean Water Act
- RA 8749 – Clean Air Act
- RA 6969 – Toxic Substances and Hazardous Waste Control Act
- RA 9003 – Ecological Solid Waste Management Act
- PD 1586 – Environmental Impact Statement System
- DENR Administrative Orders and implementing regulations
- Develop and monitor environmental management programs covering:
- Waste Management
- Wastewater Treatment
- Air Emission Control
- Energy Conservation
- Conduct environmental risk assessments and mitigation planning.
- Prepare and submit required DENR reports, including Self-Monitoring Reports (SMR).
- Manage environmental permits and ensure timely renewals.
- Promote sustainability and environmental awareness initiatives.
- Serve as Pollution Control Officer (PCO), when qualified.
- Support annual greenhouse gas (GHG) emissions reporting.
- Assist with client sustainability reporting requirements.
- HSE Program Development & Culture
- Support company-wide implementation of HSE strategies and initiatives.
- Promote a proactive health and safety culture through employee engagement and awareness campaigns.
- Collaborate with cross-functional teams to integrate HSE into business operations.
- Regularly communicate HSE performance and compliance updates to management.
- Monitor legislative updates and recommend policy improvements.
- Develop and maintain emergency response plans for fires, medical emergencies, chemical spills, and other incidents.
- Facilities & Technical Support
Support The Facilities Team By
- Conducting daily facility inspections.
- Monitoring preventive maintenance schedules.
- Supervising office fit-outs, renovations, and construction projects.
- Managing facilities vendors and contractor performance.
- Coordinating with Building Management Offices.
- Responding to emergency facilities concerns.
- Enforcing company facilities policies and asset management procedures.
- Managing work permits, gate passes, and documentation.
- Assisting with PEZA, LGU, and statutory compliance requirements.
- Supporting security operations and vendor SLA monitoring.
Qualifications
Education & Certifications
- Completed the mandatory 40-hour Basic Occupational Safety and Health (BOSH) Training.
- Completed 80 hours of advanced/specialized OSH training.
- Completed a total of 320 hours of Occupational Safety and Health training.
- Qualified as a Safety Officer 4 under Philippine regulations.
Experience- Minimum 4 years of experience as a Safety Officer 3 in a BPO environment.
- At least 2–3 years of experience in environmental compliance, regulatory affairs, or environmental management systems.
- Strong knowledge of:
- Philippine Occupational Safety and Health Standards
- Philippine Environmental Laws
- Experience preparing environmental compliance reports and Environmental Impact Assessments (EIA/EMP).
- Knowledge of Australian environmental regulations is an advantage.
