Position: Regional Finance Manager, Manila
Reports to: Controller
Location: Manila, Philippines
Scope: The Regional Finance Manager (RFM) will oversee financial operations for CIPE's Asia Pacific regional hub, ensuring compliance with internal policies and donor regulations. Based in regional Hub Offices, the RFM will manage financial reporting, accounting, budgeting support, grants compliance, and audit preparation. This role requires strong technical accounting skills, attention to detail, and the ability to work collaboratively with HQ and regional teams.
General Responsibilities
- Manage monthly financial close, ensuring accurate and timely recording of all transactions and accruals.
- Maintain financial records in compliance with CIPE policies, donor requirements, and local regulations.
- Prepare and submit financial reports, including monthly reconciliations and petty cash reports.
- Manage and process regional payroll and operational payments (e.g., taxes, utilities).
- Process payments via cheques, direct transfers, or limited cash use.
- Review and verify invoices and purchase orders for accuracy and compliance.
- Liaise with vendors, partners, and clients to resolve financial discrepancies.
- Maintain strong relationships with CIPE's banking partners and manage bank-related tasks.
- Support financial audits and assist with year-end and field office audit processes.
- Ensure adherence to CIPE and donor financial policies and procedures.
- Provide financial data and insights to support program teams and grant managers during monthly budget review meetings.
- Perform other duties as assigned.
Qualifications:
- Minimum Bachelor's degree or HND in Finance, Accounting or a related field
- Minimum of 3 years of experience in financial management, including 1–2 years in an NGO setting.
- Solid knowledge of financial and accounting procedures.
- Proficiency in financial software such as JAMIS, Sage, or similar ERP systems.
- Advanced MS Excel skills and strong analytical capabilities.
- Excellent written and verbal communication skills in English.
- High ethical standards and ability to manage confidential information.
- Strong organizational and time management skills.
