Job Summary
This role is responsible for the end-to-end lifecycle of project finances, from the development of standardized estimating systems and Bill of Quantities (BOQ) to the final account settlement. The QS Manager leads a high-performing team in executing precise bidding processes, negotiating strategic terms with suppliers and subcontractors, and ensuring the company's interests are protected through rigorous contract management.
Duties & Responsibilities
- Responsible in overseeing the estimating, bidding, contract management and cost control within the department.
- Lead the team, ensuring accurate and timely estimating, efficient bidding process and effective contract management.
- Collaborates with other stakeholders, such as project managers and clients, to ensure project success and compliance with legal and regulatory requirements.
- Develop and implement a standardized system for creating and reviewing Estimates, Bill of Quantities, Bill of Materials, and budget for construction projects.
- Manage the bidding process, including preparation and submission of bids to clients, help negotiating prices and payment terms with supplier and subcontractors, and ensuring compliance with legal and contractual obligations.
- Manage contracts effectively in all projects, including preparing and reviewing legal documents, managing change orders, and ensuring compliance with legal and regulatory requirements. Also, handle client billings and variation orders.
- Monitor project contracts and schedules, and identify and mitigate potential risks and issues to ensure project success.
- Prepare and review contracts, change orders, and other legal documents related to construction projects, and ensure compliance with legal and regulatory requirements.
- Provide regular reposting and coordination on departmental activities, including budgeting, cost monitoring, bidding and procurement, and communicate progress towards goals to senior management.
- Develop and mentor department staff, including providing trainings and developmental opportunities, coaching on best practices, and providing regular feedback on performance.
KEY MEASURABLES
- Estimating Accuracy: Variance between the initial project budget (Total Estimated Cost) and the actual final construction cost.
- Bid Success Rate: Ratio of successful contract awards versus total bids submitted to clients.
- Procurement Efficiency: Percentage of savings achieved through negotiation with suppliers and subcontractors against the established budget.
- Contractual Compliance: Zero instances of legal disputes or regulatory penalties resulting from overlooked contractual obligations or permit requirements.
- Change Order Turnaround: Average time taken to document, price, and gain approval for variation orders and client billings.
- Schedule Adherence: Percentage of project milestones met within the contractually agreed-upon timelines.
- Reporting Integrity: Consistency and timeliness of departmental reports (budgeting, cost monitoring, and procurement) submitted to senior management.
- Team Competency Growth: Completion rate of scheduled technical trainings and measurable performance improvements in junior staff as per quarterly reviews.
Qualifications
- Education
- Bachelors Degree in Civil Engineer
- Must be Registered Civil Engineer
- Experience
- At least 10 years experience in Supervisory level
- Knowledge in Management, handled 7 or more QS from previous work.
- Has experience in ISO Companies
- Attended different seminars or workshops related to Quantity Surveyor.
- Technical Competencies (Know-how)
- Had completed Projects such as High-Rise building, Horizontal Projects and Cluster Development.
