Job Description

JOB SUMMARY:

The QESH Senior Manager leads the operational execution and continuous improvement of the Net Group's Quality, Environment, Safety, and Health Management Systems across all business units. The role exists to institutionalize a proactive QESH culture, sustain ISO 9001 and ISO 45001 certification, and ensure all operations are executed safely, predictably, and in full compliance with applicable Philippine laws and international management system standards. Working in close partnership with the Director of People & Organizational Excellence, the QESH Senior Manager drives day-to-day QESH execution, translating organizational strategy into measurable outcomes that directly advance the Net Group's BSC Process and People pillars. The role collaborates closely with business unit heads, the HSSE Manager, Safety Officers, the Document Controller, and the Transformation team.

KEY RESPONSIBILITIES:

Quality Management System (ISO 9001)

  • Lead the ongoing operational governance, maintenance, and continuous improvement of the Net Group's ISO 9001:2015 Quality Management System (QMS) following certification, ensuring enterprise-wide compliance across all business units.
  • Drive quarterly management review cycles, ensuring 100% closure of non-conformities, corrective actions, and opportunities for improvement within agreed timelines.
  • Implement and manage the annual internal audit program, achieving 100% scheduled audit completion and 95% finding closure rates on time.
  • Co-lead cross-functional Kaizen and continuous improvement initiatives in collaboration with the People & OE leadership and the Transformation team, targeting 3 initiatives per quarter with documented process improvements and measurable outcomes.
  • Maintain and update enterprise risk registers across all departments in close coordination with People & OE leadership covering operational data gathering, mitigation tracking, departmental coordination, and quarterly executive reporting.
  • Monitor and report on progress against the Net Group's quality objectives; prepare consolidated performance reports and escalate variances through appropriate channels for review and action.
  • Coordinate with department heads to embed quality controls, process standards, and accountability frameworks into daily operations across all business units.
  • Ensure all QMS documentation is maintained in accordance with ISO document control requirements and the Net Group's internal document management standards.

Occupational Health & Safety Management System (ISO 45001)

  • Oversee post-certification governance, surveillance audit readiness, and ongoing OHS management system performance for ISO 45001:2018 across all Net Group business units.
  • Drive enterprise-wide achievement and maintenance of zero critical Lost Time Injuries (LTIs), zero major non-conformities, and zero major non-compliances across all sites and offices.
  • Lead implementation and monitoring of the HSSE Culture Index, targeting 85%, through structured safety observation programs, behavioral safety campaigns, and near-miss reporting initiatives.
  • Ensure a minimum of 500 safety observations and near-miss reports are generated per quarter enterprise-wide, with 100% closure of all resulting action items.
  • Coordinate with the HSSE Manager on emergency response planning, hazard identification, risk assessments, and Job Hazard Analysis (JHA) compliance across all project sites.
  • Ensure 100% legal compliance with RA 11058 (OSH Law), DO 198-18, and applicable DOLE issuances across all Net Group operations.
  • Oversee the design and delivery of mandatory HSSE training programs in coordination with the L&D function, ensuring 100% employee completion rates across all levels.

QESH Governance & Regulatory Compliance

  • Work closely with People & OE leadership on management system governance during the initial onboarding period; designated to formally assume the Quality Management Representative (QMR) and OHS Management Representative roles upon successful completion of the probationary period thereafter serving as the primary point of accountability for ISO 9001 and ISO 45001 governance and the official liaison with certification bodies and regulatory authorities.
  • Prepare and maintain all documentation required for management system governance, certification body correspondence, and regulatory reporting, ensuring timely review and alignment with People & OE leadership.
  • Develop, publish, and maintain the Annual QESH Plan, aligned to the Net Group's BSC Process and People pillar objectives, applicable legal requirements, and departmental OKRs.
  • Conduct enterprise-wide legal compliance monitoring against DOE, DOLE, DENR, and ERC requirements, ensuring zero critical regulatory violations across all operations.
  • Maintain and quarterly-update the Net Group's legal register covering applicable Philippine environmental, safety, and quality regulations; conduct structured compliance gap assessments.
  • Prepare and present monthly and quarterly QESH performance dashboards to People & OE leadership, the COO, and senior leadership.

People Leadership & QESH Capability Building

  • Provide direct line management to the HSSE Manager, Safety Officers, and Document Controller setting clear performance expectations, conducting regular performance reviews, and supporting career development aligned to the NetSolar career framework.
  • Build internal QESH audit capability by developing and certifying a pipeline of competent internal auditors across business units.
  • Collaborate with the L&D Specialist to design and deliver QESH competency programs, onboarding safety orientation, BOSH/COSH annual compliance training, and job-specific HSSE modules.
  • Foster an enterprise-wide culture of psychological safety, proactive near-miss reporting, and open risk identification across all organizational levels.
  • Ensure QESH succession coverage for critical roles within the function in alignment with the Net Group's BSC People pillar target of 80% critical-role succession coverage.

Document Control & Knowledge Management

  • Oversee the enterprise document control function, ensuring all controlled documents are current, accessible, version-managed, and fully compliant with ISO document control standards.
  • Guide the Document Controller in maintaining NetSolar's master document register, SOPs, work instructions, and QESH forms across all departments and BUs.
  • Coordinate with department heads and process owners to ensure timely review, approval, and distribution of controlled documents with complete audit trails.
  • Establish and maintain a QESH knowledge base integrating lessons learned from audits, incidents, and Kaizen outcomes to drive organizational learning and continuous improvement.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Engineering (Industrial, Mechanical, Chemical, Civil, or Electrical), Environmental Science, Occupational Health & Safety, or a related field; relevant Master's degree is an advantage.
  • Minimum 710 years of progressive experience in QESH, HSSE, or Quality Management roles, with at least 35 years in a senior specialist or managerial capacity.
  • Demonstrated experience leading ISO 9001 and/or ISO 45001 certification programs from documentation and implementation through certification and post-certification maintenance.
  • Experience in the energy, construction, EPC, or related industrial sector is strongly preferred.
  • Proven track record managing cross-functional QESH programs across multiple sites or business units.
  • Lead Auditor certification (ISO 9001 or ISO 45001) is a significant advantage.
  • Registered as a Safety Officer (SO3 / SO4) with DOLE, or a Licensed Safety Professional (LSP), is a strong advantage in compliance with RA 11058 and DO 198-18.
