WORK SETUP
Hybrid role with 34 days per week on-site (Metro Manila), based on program cadence, approvals, and stakeholder needs.
ROLE OVERVIEW
The PR Manager owns the end-to-end execution of media relations and public affairs workstreams for a government-facing communications program. This includes planning PR activities, drafting and packaging press materials, coordinating approvals, managing relationships with media partners (including PR vendors), and ensuring accurate documentation of placements and outcomes.
This role requires someone who can operate with maturity and discretionbalancing speed and responsiveness with strict compliance, approvals, and public accountability.
THE PROGRAM (CONTEXT)
This is a structured communications program supporting a public institution. The work is highly collaborative, with regular on-site coordination, weekly updates, and fast-turnaround support when issues arise. Documentation quality, approval discipline, and stakeholder trust matter as much as creativity. You will work closely with client focal persons and LeapOut leadership to deliver communications outputs that are accurate, timely, and defensible.

DAY-TO-DAY ACTIVITIES (WHAT YOU'LL ACTUALLY DO)
Daily (On-site / Hybrid)
- Attend daily huddles with the Program Director/PMO to align priorities, deadlines, and dependencies.
- Coordinate with the client's comms team on-site for updates, approvals, and next actions.
- Track emerging issues and news cycles; recommend proactive or corrective messaging as needed.
- Draft/iterate press materials: press releases, statements, FAQs, talking points, Q&A briefs, and spokesperson notes.
- Manage approvals routing: ensure versions, comments, and sign-offs are logged and clean.
Weekly
- Lead/participate in weekly client check-ins (on-premise when required): status updates, risks, and next-week plan.
- Maintain a rolling media engagement plan: targets, angles, schedules, and dependencies with vendors.
- Coordinate with social/content team to ensure messaging consistency across channels.
Monthly / Campaign Cycles
- Deliver the month's PR outputs (minimum cadence depends on the program calendar), including planning, drafting, approvals, and documentation packs.
- Work with external PR/radio/print vendor partners to execute placements while ensuring message discipline and documentation completeness.
- Support reporting and evaluation documentation: what ran, where, when, and why it matters.
KEY RESPONSIBILITIES
1) Media Relations & Placement Execution
- Own media relations planning and execution across print, online, and broadcast
- Coordinate with external PR vendors (if used) to scale placements and seeding
- Manage media lists, outreach strategy, journalist relations, and pitching
- Ensure messaging is aligned, accurate, and consistent across placements
2) Content Development (PR-focused)
- Draft press releases, media statements, key messages, FAQs, and talking points
- Prepare briefing kits for spokespeople and stakeholder talking points
- Work with internal creatives/content team to ensure all PR assets are aligned
3) Client Collaboration & On-Site Support
- Attend on-site meetings 34x/week to coordinate updates, approvals, and planning
- Provide fast-turnaround support for client requests, clarifications, and refinements
- Foster a collaborative working environment grounded in transparency and respect
- Act as a dependable partnerhelping stakeholders stay informed and confident
4) Governance, Approvals, and Documentation
- Maintain approval discipline: version control, sign-off trails, and final archiving
- Track media outputs and ensure every placement is captured, logged, and reported
- Coordinate with PMO for schedules, deadlines, and weekly reporting submissions
- Ensure documentation is audit-ready: clippings, transcripts, links, screenshots, logs
5) Reporting & Performance Insights (PR lens)
- Provide weekly updates on PR actions, pipeline, risks, and progress
- Support monthly/quarterly reporting with PR performance summaries and insights
- Align PR outputs with monitoring and sentiment analysis teams to adjust strategy

QUALIFICATIONS & EXPERIENCE
- Bachelor's degree in Communications, Journalism, Public Relations, Political Science, or related field
- 5+ years in PR, corporate communications, public affairs, or agency environment
- Experience supporting institutional/public-sector communications is a strong advantage
- Experience managing or coordinating PR vendors is a plus
