The Public Affairs Lead is responsible for driving and executing UPS's policy advocacy, stakeholder engagement, and regulatory affairs efforts in the Philippines, with a primary focus on supporting air hub and flight operations. The Public Affairs Lead will engage with government agencies, airport authorities, and industry stakeholders to manage policy, regulatory, and operational risks impacting the business. Reporting to the Regional Public Affairs Manager for Transportation, the incumbent will collaborate closely with the local Country Manager and business teams, and functional team members across Greater China, Southeast Asia & Oceania, North Asia, and India, as well as with other internal stakeholders to ensure alignment of advocacy, issues and risk management priorities.

Duties And Responsibilities

Advocacy, Stakeholder Engagement, Issues and Risk Management

  • Lead advocacy and issues management efforts as the Public Affairs Lead for the Philippines, with a strong focus on aviation and logistics operations
  • Represent the business in engagements with government officials, airport authorities, customs agencies, trade associations, and other key stakeholders on policy and regulatory matters affecting hub and flight operations
  • Serve as the primary liaison between the organization and external stakeholders, including airport and aviation authorities, while translating stakeholder priorities and developments into actionable insights for internal business units and functions
  • Build and maintain strong relationships with local and central government bodies to support business objectives.
  • Monitor and address policies and regulations affecting aviation, airport operations, trade, and cross-border logistics, proactively engaging with airport authorities and government stakeholders to minimize disruptions.
  • Develop, coordinate, and execute political and regulatory risk mitigation strategies in collaboration with in-country teams and regional leadership
  • Support compliance with applicable laws and regulations by coordinating submissions, renewals, and required documentation, including licenses, permits for current and future operations.

Cross-Functional Collaboration

  • Work closely with air hub and network, regional, and in-country teams to align Public Affairs strategies with business priorities.
  • Collaborate with internal teams to support UPS's policy and regulatory needs including permits, licenses, approvals.
  • Provide regular updates and insights to the Regional Public Affairs Manager for Transportation and other senior stakeholders, ensuring alignment on policy, regulatory, and stakeholder engagements

Qualifications And Skills

  • Possess at least a bachelor's degree in public policy, political science, international affairs, or equivalent
  • At least 3-5 years of relevant experience working in the aviation, airlines, or air cargo industry.
  • Experience in government affairs, public relations, customs brokerage or airline operations a plus.
  • Demonstrate good grasp of local politics
  • Ability to work in multi-cultural environment
  • Able to gather information, analyze and synthesize for reporting purposes
  • Able to communicate effectively, strong writing and public speaking skills
  • Able to multi-task in a fast-paced, uncertain, but results-oriented environment
  • Proactive team player and with strong interpersonal, planning, organizing, and follow up skills
  • Demonstrate integrity and professionalism at all times
