Responsibilities
I. End-to-End Delivery and Contract Fulfillment Management for International Projects
- End-to-End Delivery: Responsible for full-cycle delivery of international TSI projects (wind, solar, storage) from contract signing to final acceptance and end of warranty period, including EHS, quality, schedule, cost, and scope change management.
- LTSA Fulfillment: Ensure on-site execution of Long-Term Service Agreements (LTSA) overseas, including spare parts, operation & maintenance, and performance guarantees.
- Project Compliance Oversight: Supervise the contract fulfillment process of overseas projects to ensure compliance with local laws, internal controls, and export regulations; make final judgments on compliance risks in ambiguous areas.
II. Cross-Cultural Team and Organizational Capability Building
- Team Building and Empowerment: Recruit, develop, and motivate cross-border project teams (Chinese + local staff); establish a replicable international delivery capability system.
- Conflict Resolution: Conduct non-standard communication and conflict resolution among multi-cultural, multi-lingual, multi-stakeholder parties (clients, subcontractors, government, communities) to avoid project delays caused by cultural misunderstandings.
III. Resource Integration and Risk Decision-Making
- Extreme Resource Allocation: Break routine procedures to urgently allocate manpower, machinery, and materials across regions and projects during global supply chain constraints or sudden on-site demands.
- Risk Identification and Response: Identify and manage unstructured risks (e.g., sudden local policy changes, community protests, politicized customs clearance, sharp exchange rate fluctuations); develop non-preplanned response strategies.
- Problem Solving: Personally lead the resolution of major on-site technical, commercial or legal issues (e.g., equipment seizure, labor strikes, performance non-conformity disputes) and make decisions with incomplete information.
IV. Process Optimization and Quality System Implementation
- Process Adaptation: Drive localization adaptation of key contract fulfillment processes in international projects, avoiding mechanical execution; ensure processes serve fulfillment rather than hinder it.
- EHS and Quality Implementation: Ensure genuine on-site implementation of international EHS and quality standards; organize spot audits and on-site training; drive closed-loop corrective actions for systemic deficiencies.
V. Business Objectives and Lessons Learned
- Profit and Settlement: Participate in budget, schedule forecasting, and risk reserve assessment; safeguard project profit margins; lead final settlement and change claims.
- Knowledge Capture: Organize project post-mortems, produce unstructured case studies (e.g., Ten Strategies for Addressing Strikes in Country X), and form organizational process assets.
Requirements
Education: Full-time bachelor's degree or above in Engineering Management, Power Systems, New Energy, Mechanical/Electrical Engineering, International Trade, Project Management, or related fields. Master's/MBA preferred.
Work Experience:
- 12+ years of work experience, including 8+ years in international engineering/new energy project delivery;
- 5+ years of large-scale cross-border project management experience, with at least 3 years as Project Director/Regional Lead or equivalent;
- Experience in full-cycle delivery of overseas EPC/turnkey projects from contract signing to final acceptance (at least 2 complete projects, each with contract value USD 50 million).
Industry Knowledge:
- Deep understanding of wind power technology logic, equipment characteristics, and delivery pain points;
- Familiarity with FIDIC (Red/Yellow/Silver Books), NEC, and other international engineering contract forms; ability to interpret contract clauses and handle change claims;
- Basic understanding of export credit, letters of credit, bank guarantees, and other international settlement instruments.
Language:
- English: Fluent business negotiation level (able to handle English contracts independently, chair international meetings, and engage with client senior management);
- Second foreign language (one of Spanish, Arabic, French, Portuguese, Russian) as a working language is a plus.
