Job Description

1. Position Summary

The Project Development Officer Civil Engineer (Logistics & Infrastructure) plays a vital role in the planning, design, and execution of site infrastructure and logistics strategies for renewable energy projects.

This position ensures the development of access roads, structural and marine infrastructure, and supports the safe and efficient transport of oversized wind turbine components from ports to project sites. Working closely with internal teams and external partners, the officer ensures compliance with engineering standards, safety regulations, and environmental guidelines while delivering solutions tailored to complex terrains and project demands.

2. Key Responsibilities

a) Design and optimize access roads within and leading to the wind farm site, considering heavy vehicle loads, turning radii for long turbine blades, and local topography.

b) Perform structural analysis and design for various infrastructure components, this may also include temporary structures required during the pre-development stage, such as a Meteorological Mast.

c) Develop comprehensive logistics plans for the transportation of oversized and heavy wind turbine components from the port of entry to the project site. This includes route surveys, transport method selection (e.g., specialized trailers, barges), liaison with relevant authorities for permits, and risk assessments for transportation.

d) Evaluate existing port infrastructure for suitability in receiving and handling wind turbine components. Assess and provide input on the design and construction of temporary or permanent port facilities, laydown areas, and other marine infrastructure required for offshore wind farm construction.

e) Oversee the planning, design, and implementation of all necessary site infrastructure, including drainage, utility corridors, and temporary facilities required for the construction phase.

f) Work closely with project managers, construction teams, suppliers, and external stakeholders to ensure seamless integration of logistics and infrastructure activities with the overall project schedule.

g) Ensure all designs and logistics plans comply with relevant local and international standards, regulations, and best practices for safety and environmental protection. Conduct risk assessments and implement mitigation strategies.

h) General ad hoc activities perform other related activities as assigned by management from time to time.

3. Qualifications and Skills Requirements

a) Licensed Civil Engineer, with at least 3 years of relevant experience in civil engineering, particularly in road and structural design.

b) Masters degree or graduate units in Transportation, Structural, Marine/Naval, or Geotechnical Engineering is an advantage.

c) Strong background or understanding of logistics planning, heavy haulage operations, and port and marine infrastructure, especially for large-scale or renewable energy projects.

d) Preferably with experience in wind farm development (onshore or offshore) or other complex infrastructure projects.

e) Proficient in engineering design and mapping software, including AutoCAD, Civil 3D, Global Mapper, and STAAD Pro.

f) Knowledgeable in local building codes and international engineering standards (e.g., NSCP, DPWH, AISC, ACI, BS, Eurocodes).

g) Certified Safety Officer 2 under DOLE OSH Center or accredited training centers.

h) Strong analytical, problem-solving, and project coordination skills with the ability to work independently in a fast-paced, multi-tasking environment.

i) Effective in communicating and collaborating with technical teams, contractors, and external stakeholders.

j) Capable of navigating diverse terrains using maps, compasses, and GPS; able to operate and troubleshoot field equipment (e.g., GPS units, drones, cameras).

k) Physically fit to work in remote or challenging outdoor conditions; hiking or trekking experience is a plus.

l) Possess a valid Drivers License (Manual and Automatic).
