Job Title: Project Controls Manager – Hub Europe

Purpose of the Job:
The Project Controls Manager is responsible for the continuous measurement, analysis, control, forecasting and reporting of project cost, cash and revenues. Monitoring and recording changes and the implementation of aligned project specific strategies for cost control. Responsible for the supervision of activities of local and offshore project controllers. Take a lead on major projects, responsible for all the financial aspects of a project and ensuring the financial information aligns to the latest project schedule.
Key Areas of Responsibility (KARs):
Controlling
Developing detailed Projects Cost Structures and coding under the Standard Work Breakdown Structures for various project types and reflect it in the ERP and relevant systems. To be closely mapped to the schedule activities for easier tracking
Monitoring closely all project's activities and tasks, that drives the project progress, by challenging the Project team on the strategies to achieve them, and communicate the finding to the reporting team
Provide critical assessment of all budgets and cost projections, and find initiatives to optimize extra cost and develop effective strategies and recovery plans to bring cost in line with budget
Identifying trends and quantifying cost variances, collecting and recording trends and reflecting the approved trend impacts in the project forecast
Build and implement the early warning indicators within the project, and communicate them to the project team and management, to take preemptive actions to mitigate any potential losses
Deploying earned value management in line with Linxon strategy
Guides project team to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones.
To develop and implement cost control technique and methods, and making detailed plans to accomplish goals and directing the integration of activities.
Supervise and monitor the work of the local and offshore Project Controllers.
Reporting
Prepare together with the PM’s and reporting team the core of the monthly budget reporting i.e. executive update, Progress curves, cost status, Manpower Plan, Risk analysis, Cash and Revenue, and lead the project review session with the PM
Analyse the Purchase Orders against the forecasts, and take action on the Estimate to Complete to complete balance, if any, along with a phasing plan
Accurately phase out all the work packages of the project, and monitor the progress regularly
Record and report the physical progress achieved on all activities, along with supporting documents, to reflect the accurate position of the project
Provide the necessary support to the Country controller for the preparation of position papers
Supporting resource load planning and scheduling
Assisting project management to develop and enforce lessons learned within the company
Collaboration
To Support tendering activities with detailed cost estimates and cashflows, along with consideration of scope and contractual obligations.
Build collaboration with the management as well as internal and external partners
Working closely with the full project team, Project Management, Engineering, and Construction/site team, while working transversally with the Finance teams to improve the efficiency of the common tasks and requests.
Transitioning of project from tender to the execution team, by conducting a full handover session to go through the contractual and technical details of the project, before signing off
Participate in and contribute to risk and opportunities assessments.
Supporting contract management and the project manager on claims and change orders and other contractual obligations such as bank guarantees.
Commercial
Ensure adherence to the change management protocols, with respect to the administration of variations and claims toward the client and subcontractors.
Understand the commercial aspects of the contract, and review the major supplier purchase order commitments, addressing any potential claims, or change orders.
Cash
Maintenance of positive project cashflows at all times, and find solutions with the project manager to mitigate any reduction in the cashflow
Ensure all customer invoices are submitted on time, with regular follow-up for collection
Ensure the hedging file currencies are aligned with the project purchase orders and phasing plan
General
Apply and ensure application of standards and procedures set by Linxon.
Liaising with the client, representing Linxon at a high standard
Adhere to all safety, health, and environmental rules and regulations
Contributing to Linxon worldwide development, assisting other regions to build a strong knowledge networking

Bachelor's Bachelor Degree in Civil Engineering / QS, or Financial Bachelor with relevant Project Controller experience
Extensive years of experience as a project controller in Engineering, procurement, and construction management with focus on lumpsum price contract models
Subject matter expert in project costing, estimating, cost control functions and change control
Experienced in Planning and Forecasting
Experienced in Risk Management
Experienced in Earned value management
Knowledge of Performance management.
Great knowledge of time-related analysis.
Excellent computer literacy with experience in Planning and Cost control Standard tools and software.
Experience in Invoicing & Handling Bonds
Experience in reading & understanding contract documents
Knowledge of Oracle preferred
Fluent command on English Language and the native language of the country to be based on.
