Job Description

The General Services Officer is responsible for executing and overseeing procurement activities to ensure timely, cost-effective, and compliant acquisition of goods and services. This role supports strategic sourcing, vendor coordination, and purchasing operations while ensuring alignment with internal policies and regulatory requirements.

Key Responsibilities:

Procurement Operations

· Process purchase requisitions and convert them into purchase orders in accordance with procurement policies.

· Source suppliers, obtain quotations, and conduct price and terms evaluations.

· Ensure timely delivery of goods and services and follow up on order status.

Vendor Coordination

· Liaise with vendors to clarify requirements, negotiate terms, and resolve delivery or quality issues.

· Maintain updated vendor records and assist in vendor accreditation and performance evaluation.

Compliance & Documentation

· Ensure all procurement activities comply with internal controls, audit requirements, and regulatory standards (e.g., BSP guidelines for banks).

· Maintain accurate and complete documentation for all purchasing transactions.

Reporting & Analysis

· Assist in preparing procurement reports, cost analyses, and savings tracking.

· Monitor market trends and pricing to support cost-efficiency initiatives.

Support & Collaboration

· Coordinate with internal departments to understand purchasing needs and timelines.

· Provide support during audits and procurement reviews.

Qualifications:

· Any Bachelor's degree.

· At least 3–5 years of experience in procurement or purchasing, including vendor management, contract administration, and procurement compliance, preferably in a banking or financial institution, with exposure to IT or technology-related procurement (e.g., software, hardware, IT services).

· Knowledge of procurement systems (e.g., SAP, Oracle) and sourcing best practices.

· Familiarity with regulatory requirements in the banking sector (e.g., BSP, AMLC, PDIC).

· Strong attention to detail, organizational, and analytical skills.

· Proficient in Microsoft Office and contract management systems.

· Excellent communication and stakeholder management skills.

· Detail-oriented with the ability to manage multiple priorities.
