Job Description

Digital Room Inc. is seeking a strategic and highly experienced Payroll Manager Consultant to lead a comprehensive payroll transformation initiative for the organization. This consultancy engagement will focus on payroll process assessment, system implementation or optimization, compliance alignment, and operational streamlining across the company's payroll functions.

The Payroll Manager Consultant will serve as a subject matter expert and transformation lead, responsible for reviewing current payroll operations, identifying gaps and inefficiencies, and implementing scalable, compliant, and technology-enabled payroll processes aligned with Philippine compensation and labor regulations.

This role requires a hands-on leader with deep expertise in Philippine payroll administration, payroll systems implementation, compliance governance, and process optimization, capable of building a sustainable payroll framework that supports business growth and operational excellence.

Key Responsibilities:
  • Payroll Strategy & Process Transformation
  • Conduct full diagnostic assessment of the current payroll structure, systems, workflows, and governance framework.
  • Identify operational inefficiencies, compliance risks, and control gaps within payroll processes.
  • Develop and execute a payroll transformation roadmap that aligns with the company's operational and compliance requirements.
  • Establish standardized, scalable payroll workflows and documentation.
  • System Implementation & Optimization
  • Evaluate existing payroll systems and recommend appropriate payroll platforms or enhancements.
  • Lead the implementation, migration, or optimization of payroll systems, ensuring data integrity and operational efficiency.
  • Integrate payroll processes with HRIS, timekeeping systems, and finance reporting structures where applicable.
  • Compliance & Governance
  • Ensure payroll operations comply with Philippine labor laws, tax regulations, and statutory contributions, including:
  • SSS
  • PhilHealth
  • Pag-IBIG
  • BIR withholding tax regulations
  • Establish internal payroll controls, audit-ready documentation, and risk mitigation protocols.
  • Payroll Operations Excellence
  • Streamline payroll processing cycles to improve accuracy, turnaround time, and reporting transparency.
  • Design standard operating procedures (SOPs) and payroll governance frameworks.
  • Implement quality control mechanisms and reconciliation processes.
  • Stakeholder Collaboration
  • Partner with HR, Finance, Accounting, and Operations leaders to align payroll with compensation structures and financial reporting.
  • Provide strategic payroll insights and recommendations to leadership.
  • Knowledge Transfer & Sustainability
  • Provide capability building and training for internal payroll or HR teams.
  • Deliver a transition plan to ensure sustainability of implemented payroll processes beyond the consultancy period.
Qualifications:

  • Minimum 810 years of progressive experience in Payroll Management, Payroll Consulting, or Payroll Operations Leadership.
  • Demonstrated experience in payroll process transformation, system implementation, or payroll operational restructuring.
  • Deep knowledge of Philippine payroll compliance, statutory benefits, taxation, and compensation regulations.
  • Strong experience working with multiple payroll systems and payroll technologies.
  • Proven ability to streamline payroll operations and design efficient payroll frameworks.
  • Excellent analytical, project management, and stakeholder management skills.
  • Ability to operate both strategically and hands-on in payroll implementation projects.
  • Experience working in shared services, BPO, or high-volume payroll environments is an advantage.
