Job Description

The Operational Risk Officer supports the implementation and maintenance of the Bank's operational risk management framework. This role focuses on the day-to-day execution of risk identification, monitoring, and reporting to ensure the Bank's operational exposures are managed within defined appetites, including operational resilience and business continuity readiness.

Job Responsibilities

Operational Risk Framework Execution

  • Support the implementation and maintenance of the Bank's operational risk policies ,standards and procedures in line with regulatory requirements.
  • Assist in the operational risk identification and assessment process across various business units.
  • Execute second-line-of-defense activities by collaborating with business units to validate risk data.
  • Monitor the implementation of corrective and preventive action plans designed to minimize risk impacts.
  • Facilitate Risk and Control Self-Assessments (RCSA), including data gathering, validation, documentation, and follow-up of action plans.
  • Support loss and incident reporting processes, including validation, analysis, and monitoring of remediation actions.
  • Assist in the monitoring and reporting of Key Risk Indicators (KRIs).

Operational Risk Governance & Support

  • Prepare data, reports, agenda items and presentation materials for the Operations Committee (OpsCom) and Risk Oversight Committee (ROC).
  • Assist in monitoring the status of issues, risks, and action items discussed during OpsCom and ROC meetings.
  • Coordinate with Risk Coordinators in different business units to ensure risk data is submitted accurately and on time.
  • Review departmental procedures and provide initial risk-based inputs for supervisor review.
  • Maintain the internal tracking systems for operational risk issues to ensure real-time updates for management reporting.

Business Continuity Management (BCM) Support

  • Support the implementation of the Business Continuity Management (BCM) Framework in line with regulatory standards.
  • Coordinate with business units to update Business Impact Analysis (BIA) and Business Continuity Plans (BCP).
  • Support IT and business units during Disaster Recovery (DR) drills and BCP testing exercises.
  • Compile BCM-related data and support the preparation of reports and materials for periodic reporting to the BCM Committee.
  • Assist business units in identifying critical processes and documenting Business Continuity Plans (BCPs).
  • Support the activation, testing, and maintenance of the Bank's call tree, including coordination with business units to ensure accuracy of contact details, escalation paths, and roles.

Risk Culture & Awareness

  • Help deliver risk awareness programs, including assisting in new hire orientations and the distribution of risk newsletters.
  • Promote a strong risk culture by acting as a point of contact for general risk-related queries from staff.
  • Assist in promoting awareness of the Three Lines of Defense model across the organization.
  • Support the rollout of risk awareness initiatives, including employee training, learning sessions, and communications.
  • Reporting
  • Prepare and consolidate periodic operational risk and BCM reports for Management and Board Committees.
  • Maintain operational risk databases, trackers, and documentation repositories.
  • Perform other operational risk-related tasks as assigned by the Operational Risk Manager.

Job Qualifications

  • Educational and Professional Certifications
  • Graduate of a Bachelor's degree in Business, Finance, Accounting or a related field.
  • Professional certifications (e.g., Certified Risk Analyst) are a plus but not required.

Experience

  • 24 years of experience in banking operations, internal audit, compliance, risk management or any related function.
  • Proven ability to handle data and generate clear, concise reports.
  • Exposure to operational risk management tools, BCM tools, incident reporting and RCSA.
  • Technical Competencies
  • Basic understanding of operational risk management concepts and regulatory requirements.
  • Familiarity with local banking regulations (BSP) regarding Operational Risk and BCM, particularly with RCSA, loss and incident reporting, KRIs and BCM principles.
  • Proficient in MS Office Suite (specifically Excel for data tracking and PowerPoint for presentations).
  • Strong documentation, organizational, coordination and analytical skills.
