JOB SUMMARY The Officer, Monitoring, Evaluation, Accountability, and Learning (MEAL) supports implementation of the MEAL work plan to improve program quality and performance. The role involves collecting, managing, analyzing, and reporting output and outcome data; conducting field-based MEAL activities; supporting accountability to affected populations (AAP); and ensuring Community-Based Feedback and Response Mechanisms (CBFRMs) are in place. The Officer works closely with field and program staff to ensure data quality and effective learning.
MAIN TASKS AND RESPONSIBILITIES
Policies, Guidelines, and Procedures Promote Prevention of Sexual Exploitation and Abuse (PSEA) standards and uphold IMC's Code of Conduct, ethics, and values. Apply MEAL principles with emphasis on AAP, CHS, and country-specific reporting requirements. Support implementation of MEAL and accountability policies and procedures.
Project Design and Planning Support needs assessments, including training and supervision of enumerators and ensuring data integrity. Ensure participatory and accountable MEAL approaches. Assist in developing results frameworks, logframes, and indicators for simple projects.
MEAL Systems and Data Management Maintain functional MEAL systems, including IPTTs, databases, and sector-relevant indicators. Organize and lead data collection, ensure alignment with M&E frameworks, and conduct regular field visits. Track project progress, identify bottlenecks, and conduct periodic data analysis and triangulation.
Data Quality Management Conduct routine data quality audits at community and facility levels. Identify and mitigate data quality issues and report concerns to the MEAL Manager/Coordinator. Provide supportive supervision to improve data quality.
Sampling and Methodologies Implement appropriate probability and non-probability sampling techniques. Apply qualitative and quantitative data collection methods, including interviews, FGDs, observations, and surveys. Train MEAL and program staff on data collection tools and techniques.
Mobile and Manual Data Collection Select and configure mobile data collection tools (e.g., Kobo, ODK, ONA). Design questionnaires, train enumerators, provide technical support, and ensure secure device management. Clean, consolidate, and analyze data using Excel or statistical software; interpret descriptive statistics.
Evaluation and Reporting Support project evaluations using quantitative, qualitative methods.
Compile and present monitoring findings against targets. Develop information products and draft assessment, survey, and evaluation reports.
Knowledge Management and Learning Organize documentation of MEAL activities, results, and lessons learned. Compile and manage secondary data from internal and external sources.
Community-Based Feedback and Response Mechanisms (CBFRM) Support implementation and monitoring of CBFRMs in line with AAP, IASC CAAP, CHS, and Sphere commitments. Maintain complaints databases and ensure timely reporting. Support community consultations and accountability initiatives.
Cross-Cutting Themes Monitor contextual issues affecting beneficiaries and community relations. Ensure representative, disaggregated data and inclusion of vulnerable groups by sex, disability etc. Support gender analyses and assessments, including capacity building, data collection, analysis, and reporting. Promote learning and evidence-based decision-making for vulnerable populations.

MINIMUM QUALIFICATIONS
Typically, bachelor's degree in social sciences, public health, statistics, or international development, with experience in MEAL. Equivalent combination of relevant education and experience may be substituted as appropriate.
Typically, 3+ years of relevant and progressive experience with a humanitarian organization in implementing and overseeing monitoring and evaluation system.
Knowledge of data pitfalls, issues, and strategies for assessing the quality of collected data.
Knowledge of commonly used probability and purposive sampling techniques and different methods of qualitative and quantitative data collection and analysis.
Knowledge of descriptive univariate and bivariate data analysis using Excel Pivot tables or other advanced analysis software.
Knowledge of indicators and their measurement in the different sectors of relevance.
Understand the concept of participatory monitoring, evaluation, accountability, learning, and needs assessment.
Excellent proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
Strong training facilitator/presentation skills.
Effective communication and interpersonal skills.
Have the analytical, conceptual, and strategic thinking skills.
Manage performance by setting clear goals.
High-level English proficiency (Speaking Reading Writing)
