ASSIST is seeking a mid-to-senior level Monitoring, Evaluation & Learning (MEL) Specialist to help consolidate, streamline, and elevate internal MEL practices, while actively supporting projects at different stages of design and implementation.
This role is intended to bring greater coherence, consistency, and usability to its M&E practices ensuring they are well-documented, applied across teams, and aligned with donor and partner expectations.
This is a hands-on regional role, based in the Philippines, supporting multiple country teams and projects. The role combines system strengthening, project-level implementation, internal capacity building, and donor engagement.
Job Responsibilities
- Strengthen and harmonize MEL systems across ASSIST by consolidating existing practices into clear, practical frameworks, tools, and guidance that can be applied across projects and countries.
- Embed MEL in project lifecycle by supporting the design of results frameworks, MEL plans, indicators, and data collection tools during proposal development and implementation.
- Provide hands-on project support to ensure monitoring activities, data tracking, and reporting requirements are delivered effectively and on time.
- Build internal capacity by coaching project teams and junior staff in applying MEL approaches confidently and consistently.
- Support donor engagement and reporting by ensuring clarity, credibility, and alignment of impact data and narratives with donor expectations.
- Promote a culture of learning by synthesizing lessons, facilitating reflection, and encouraging evidence-based decision-making across teams.
Expectations
- 7+ years of experience in strengthening or systematizing MEL practices, ideally within development programs, NGOs, consulting firms, or donor-funded initiatives.
- Strong understanding of results-based management, log frames, TOC and donor reporting frameworks.
- Familiarity with digital tools, statistical packages and dashboards (e.g., SPSS. Excel-based systems, Airtable, Power BI, or similar platforms) is an advantage.
- Ability to combine technical rigor with practical implementation, designing systems that work in real project environments.
- Strong communication and collaboration skills, with experience working across multidisciplinary and multi-country teams.
- Master's degree in Development Studies, Public Policy, Social Sciences, Economics, Statistics, or a related field (or equivalent experience)
