Philippine Business for Social Progress (PBSP) is the largest business-led non-governmental organization (NGO) in the Philippines, established in 1970 to lead the private sector's efforts in poverty reduction. Founded by 50 business leaders, it encourages companies to fulfill their corporate social responsibility (CSR) by pooling resources and expertise to support sustainable development.
PROJECT DESCRIPTION
The More with Less in the Philippine Coconut Industry project by PBSP, Lionheart, Triple20/BaiAni and Philippine Coconut Authority will contribute to SDG8 by stimulating higher levels of economic activity in the coconut sector through technological upgrading and innovation, and by focusing on safe and labor-intensive production of high value-added products from coconut sap.
The project will also pilot a business model on the establishment of nurseries or breeding gardens for superior variety seedlings, as an enterprise that would bring income to cooperative or farmers associations.
As an added value, the consortium will implement activities that will promote agricultural enterprise as a lucrative source of livelihood among the youth. The pilot nurseries for hybrid seedlings, as well as the demo farms will be opened to senior high students and agriculture students as immersion or practicum sites.
JOB SUMMARY
The Monitoring, Evaluation and Learning Officer (MEL) is responsible for designing and delivering a knowledge infrastructure for the project that will capture and share best practices and learnings emerged from the project to different stakeholders.
With the Project Specialist of BaiAni, s/he will develop the MEL framework for the project and carry out monitoring and evaluation assignments for the project. S/he will also be responsible for ensuring that baseline, midline and end line studies are conducted, maintain a database of project indicators and serve as a custodian of project data, information and knowledge products.
PRINCIPAL DUTIES AND RESPONSIBILITIES
1. Develop and implement monitoring and evaluation systems and protocols, as well as tools (including but not limited to: questionnaires and survey designs) for the project in collaboration with the project team; assist in developing tools for baseline, mid or endline studies as needed and ensure their implementation accordingly, in collaboration with the project team;
2. Ensure field-based data collection and management through the establishment of a database and use of appropriate tools or technology;
3. Provide input on utilizing baseline/ field-based information in documentations and reports;
4. Document innovations, best practices, major learning and insights applied to the project; and facilitate the conduct of knowledge-sharing activities;
5. Lead the development of knowledge products and ensure all project reports are produced on time with high quality;
6. Perform Knowledge management functions as needed;
7. Design M&E trainings or coaching sessions for internal staff as needed;
8. Performs other official tasks as may be assigned from time to time by immediate
supervisor and management.
MINIMUM QUALIFICATION:
Education: Bachelor's degree in statistics or related courses; advanced training in Monitoring and Evaluation. Masters degree is an advantage.
