Job Description

The Manager, LGU Affairs & Site Enablement runs the execution engine of EDOTCO Philippines LGU agenda: converting local government relationships into permits secured, sites unblocked, and rollout commitments protected. The role owns the nationwide LGU engagement operation and the site enablement pipeline, delivered through a regional LGU Lead structure covering Luzon, Visayas, and Mindanao.

The Manager is the company's operational lead for LGU matters — accountable for permit velocity, resolution of site-level blockers within agreed SLAs, community acceptance, and the jurisdiction intelligence (ordinances, fees, heat maps) that informs where and how EDOTCO builds. Policy interpretation and national regulatory positioning are handled in close partnership with the Manager, Regulatory & Policy.

This is a build role: the incumbent will recruit and stand up the regional LGU Lead team, establish engagement playbooks and escalation SLAs, and turn LGU engagement into a repeatable, measurable capability rather than ad-hoc firefighting.

Key Accountabilities

LGU Engagement Execution

  • Execute the national LGU engagement strategy through the regional LGU Leads, with jurisdiction-level plans prioritised by rollout pipeline, revenue at stake, and risk profile.
  • Personally lead engagement with the most critical LGUs and escalations — Governors, Mayors, Administrators, Sanggunian members — deploying the Director or CMD where senior sponsorship is required.
  • Institutionalise structured engagement: MOUs, courtesy calls, technical briefings, and joint programmes with priority LGUs, on a defined cadence with documented outcomes.
  • Build community acceptance at site level, working through the LGU Leads and barangay officials to pre-empt and resolve opposition before it delays deployment.

Permitting Operations

  • Own permit velocity across the portfolio: manage the permitting pipeline for new builds, upgrades, and renewals, with clear status visibility, ageing analysis, and intervention triggers.
  • Ensure permits, clearances, and local licences across covered jurisdictions are tracked, current, and audit-ready, working through the regional LGU Leads.
  • Standardise permitting practice across regions — requirements checklists, submission quality, and follow-up discipline — to cut rework and rejection cycles.
  • Coordinate with the Manager, Regulatory & Policy on interpretation of permitting rules, streamlining mechanisms, and escalation of policy-level obstacles.

Strategic Site Enablement & Blocker Resolution

  • Run the blocked and at-risk site pipeline: every government-related blocker (permits, zoning, land use, community opposition, inspections, road access) logged with an owner, intervention plan, and target resolution date.
  • Meet defined resolution SLAs for LGU-related escalations from Sales, Deployment, and Operations; report weekly on pipeline status and ageing to the Director and functional leadership.
  • Support site acquisition with early jurisdiction intelligence — flagging restrictive LGUs, fee exposure, and permitting timelines before commitments are made to customers.
  • Identify and progress new site opportunities arising from LGU relationships, including public land and public asset options, for commercial evaluation.

Jurisdiction Intelligence & Reporting

  • Maintain, through the LGU Leads, the centralised database of LGU ordinances, permitting requirements, fee schedules, and key contacts across all operating jurisdictions.
  • Produce and refresh LGU heat maps classifying supportive, restrictive, and high-risk jurisdictions; embed them in rollout planning and customer commitment decisions.
  • Track election cycles and leadership transitions in priority LGUs; maintain continuity plans so relationships and permits survive political change.
  • Provide early warning of local developments (ordinances, fee revisions, moratoria) with recommended actions, in coordination with the Manager, Regulatory & Policy.

Team Leadership & Capability Build

  • Recruit, onboard, and lead the regional LGU Lead team (Luzon 1, Luzon 2, Visayas, Mindanao); manage performance against clear regional KPIs.
  • Develop engagement playbooks, templates, and training so quality is consistent across regions and not dependent on individuals.
  • Manage the transition of FTC/project-based roles, building the case for conversion or extension based on demonstrated regional outcomes.
  • Foster a culture of responsiveness, documentation discipline, and integrity in all government-facing work.

Governance, Ethics & Compliance

  • Ensure all LGU engagements comply with EDOTCO governance requirements, applicable laws, anti-bribery and anti-corruption (ABAC) standards, and Limits of Authority (LOA).
  • Obtain governance approvals before any commitment is made to external stakeholders; maintain complete engagement documentation to support audit and integrity reviews.
  • Coordinate with Legal on agreements, ordinances, resolutions, and permit conditions before execution; escalate material legal or reputational exposure immediately.
  • Set and enforce ethical standards for the regional team and any third parties acting on EDOTCO's behalf with government stakeholders.

Qualifications, Skills & Experience

  • Bachelor's Degree in Public Administration, Political Science, Law, Business Administration, Engineering, Urban Planning, or a related discipline.
  • Master's Degree, MBA, or law qualification is an advantage.
  • Minimum 8–10 years in Government Relations, LGU engagement, permitting, or public sector-facing roles, with hands-on experience across multiple Philippine regions.
  • Proven record of securing permits, resolving site-level government blockers, or delivering comparable operational outcomes through LGU relationships.
  • Deep working knowledge of Philippine local government structures and permitting processes (building, occupancy, business permits, barangay clearances).
  • Experience managing dispersed or regional teams; experience standing up a new team or function is an advantage.
  • Telecommunications, TowerCo, infrastructure, utilities, energy, or real estate sector experience preferred.
