Qualifications:

  1. Educational Background: Bachelor's Degree in Human Resource Management, Psychology, Business Administration, Legal Management, or a related field.
  2. Work Experience: At least 35 years of experience in labor relations, employee relations, or HR disciplinary case handling. Work experience in the construction industry is an advantage, particularly in handling site-based labor issues and project personnel concerns.
  3. Skills and Knowledge: Proven experience conducting administrative investigations and site-based labor issue resolution. Strong knowledge of the Labor Code of the Philippines and labor jurisprudence.
  4. Location Requirement: Must be willing to work full-time on-site at Pasig City.

Job Summary:

The HR & Admin. Assistant is responsible for managing labor relations matters to ensure compliance with company policies, labor laws, and due process requirements. The role focuses on disciplinary case management, administrative investigations, grievance handling, and policy enforcement. This position requires regular site visits to conduct fact-finding investigations and to address labor-related concerns at project sites or operational locations, ensuring fair and consistent implementation of company rules and regulations.

Duties and Responsibilities:

1. Labor Relations and Policy Enforcement

  • Enforce company rules, regulations, and code of conduct in accordance with labor laws and internal policies.
  • Interpret and apply company policies consistently and fairly across all departments and sites.
  • Provide guidance to management and employees on labor relations issues and policy implementation.

2. Disciplinary Action and Case Management

  • Manage the end-to-end disciplinary process, including issuance of memorandums, notices to explain, and administrative hearing documentation.
  • Ensure observance of due process in all disciplinary actions and investigations.
  • Maintain complete and accurate records of disciplinary cases, investigations, and resolutions.
  • Recommend appropriate corrective or disciplinary actions based on investigation findings and policy guidelines.

3. Administrative Investigation and Site Visits

  • Conduct site visits to project sites, offices, or operational areas to perform fact-finding and administrative investigations.
  • Interview employees, supervisors, and witnesses during investigations to gather relevant information and evidence.
  • Coordinate with site management to validate incident reports, attendance records, CCTV footage, and other supporting documents.
  • Document investigation findings and prepare comprehensive investigation reports and case summaries.
  • Ensure investigations are conducted objectively, confidentially, and in compliance with company procedures and labor laws.

4. Grievance Handling and Conflict Resolution

  • Receive, document, and evaluate employee grievances and complaints.
  • Facilitate mediation and resolution meetings between management and employees.
  • Monitor grievance outcomes and ensure timely and fair resolution.

5. Labor Law Compliance and Risk Management

  • Ensure compliance with the Labor Code of the Philippines and other applicable labor regulations.
  • Coordinate with legal counsel and government agencies (DOLE, NLRC, etc.) on labor-related cases when required.
  • Prepare documentation, position papers, and reports related to labor disputes, audits, and inspections.
  • Identify labor relations risks at sites and recommend preventive and corrective measures to management.
