Role Summary
The HR Manager will serve a dual-function role, combining operational HR partnering (60%) with ownership of Learning & Development initiatives (40%). This role is designed to support Calamba Manufacturing Operations and support groups with day-to-day people matters while also building workforce capability through structured development programs.
The role has a stronger execution focus, with hands-on involvement in employee lifecycle management and direct ownership of training design and delivery.
Key Responsibilities
- HR Partnering (60%)
- Act as the primary HR contact focusing on operational excellence and employee experience.
- Provide day-to-day HR advisory to line managers on employee concerns, performance management, and talent management.
- Support manpower planning, recruitment coordination, and onboarding processes
- Drive performance management cycles (goal setting, reviews, improvement plans)
- Support employee engagement initiatives and address workplace concerns
- Ensure compliance with company policies and internal HR frameworks
- Analyze HR metrics (turnover, absenteeism, engagement) and recommend improvements
- Partner with managers to implement organizational changes and workforce planning
- Support compensation and benefits administration in collaboration with local C&B Manager
- Close coordination and ensure alignment of programs from BEM, Regional and Corporate HR
- Learning & Development (40%)
- Lead the design and execution of development initiatives to enhance employee capability and organizational effectiveness.
- Identify training needs through stakeholder engagement and performance data
- Develop and implement annual training plans aligned with business goals
- Design and deliver internal training programs (e.g., technical, leadership, soft skills)
- Coordinate external training vendors and learning resources
- Monitor and evaluate training effectiveness and ROI
- Drive leadership development and succession planning initiatives
- Promote a culture of continuous learning across the organization
- Maintain training records in coordination with People Service and ensure compliance with mandatory learning requirements

Qualifications & Experience
- Bachelor's degree in human resources, Business Administration, or related field
- 6-10 years of HR experience, with exposure to both HR operations and Learning & Development
- Strong knowledge on HR best practices
- Experience in training design, facilitation, and program management
