Job Summary:
The Health, Environment, Safety, and Security Senior Manager is responsible for the health, environment, safety, and security (HESS) of SEAOIL as a company and corporate citizen, including the development of HESS policies, program development and risk management, environmental clearances and permits, oversight & audits,record-keeping and reporting for compliance to government requirements.

Duties and Responsibilities:
(1) Assess, identify, quantify, prevent, and mitigate HESS risks of the company by conducting risk assessment, risk-mapping, and crafting the risks management plan
(2) Head the Health Environment Safety and Security (HESS) Council by providing the venue and platform to drive HESS programs and initiatives through collaboration with internal stakeholders and risk contributors
(3) Develop manning resource and ensure high morale of the team by conducting coaching and mentoring with personnel, regular performance reviews and strategic planning sessions to align objectives and deliverables Provide the working environment that inspires higher productivity and morale among the HESS personnel
(4) Align KPIs with regulatory compliance requirements, provide a corporate dashboard to increase visibility of performance across the organization, and increase feedback sessions with stakeholders
(5) Improve HESS compliance level, system, and standards Conduct regular benchmarking activity within the industry and align to best in class practices. Be updated on the latest standards, laws and regulations by attending industry forums and establishing tie-ups with relevant government agencies
(6) Conduct a training needs assessment and craft annual training programs to uplift competencies of the team, and cross-posting assignments within the team to expand skills and promote better understanding of roles and how it affects the others Craft H-E-S-S individual and consolidated framework leading to full compliance of regulatory requirements
(7) Develop and implement HESS plans and programs to ensure that plans and programs as per commitment are executed and met
(8) Establish effective cascade of reporting requirements, review reporting lead time, establish proforma incident reports, and introduce more effective and efficient ways to communicate incidents across the organization by means of available technologies
Qualifications:
- Bachelor's degree in Engineering with master's degree either in ME or Environment, Safety diploma or certificate from industry-recognized training institutions
- PRC-licensed Engineer, OSH Consultant DOLE, Lead auditor 14001, 45001, PCO, Certified Security Professional or equivalent
- Minimum of ten (10) years relevant professional experience in health, environment, safety, and security preferably in an oil and gas/energy industry Minimum of five (5) years experience in a people management role
- Must have excellent communication and project management skills Must be a team-player, and adaptable and flexible
- Must be willing to do field work, as needed
