Job Description

Role Overview

The Head of Performance Management will lead the design, development, and institutionalization of a

company-wide performance management system that drives accountability, alignment, and business

results.

Lhoopa is a fast-growing Philippine proptech that has delivered over 7,000 homes across 60+ cities. As the company scales, it is significantly raising the bar on performance measurement across the organization. AI is already embedded in Lhoopa's operations, and this role is expected to leverage it actively.

This is a high-impact, build-from-scratch role covering the full performance lifecycle — from KPI design to reviews, calibration, and rewards. We are looking for someone who has built, not just managed.

Key Responsibilities

1. Performance Management Framework Development

● Design and implement the end-to-end performance management system across the

organization

● Establish KPI frameworks aligned with company strategy and departmental objectives

● Define performance cycles (monthly, quarterly, annual) and review structures

● Develop standardized tools, templates, and guidelines for consistent adoption

2. KPI Design & Organizational Alignment

● Partner with senior leadership to cascade company goals into functional and individual KPIs

● Ensure KPIs are clear, measurable, and outcome-driven

● Drive cross-functional alignment to eliminate siloed or conflicting targets

● Continuously refine KPIs based on evolving business priorities and performance insights

3. Performance Review & Calibration

● Lead the execution of quarterly and annual performance review cycles

● Design and facilitate calibration sessions to ensure fairness and consistency

● Establish performance rating frameworks, governance, and review standards

● Enable leaders to conduct objective, data-driven performance evaluations

4. Performance Tracking & Analytics

● Build and manage performance dashboards and reporting systems

● Monitor organizational performance trends, risks, and gaps

● Provide actionable, data-driven insights to leadership for decision-making

● Proactively identify high performers and underperformers

5. Performance Improvement & Accountability

● Design and implement Performance Improvement Plans (PIPs)

● Partner with managers to address and resolve low-performance cases

● Establish clear accountability mechanisms across teams

● Ensure consistent follow-through on performance actions and interventions

6. Rewards, Recognition & Consequence Management

● Align performance outcomes with compensation, bonuses, and promotion decisions

● Recommend and design performance-based incentive and recognition programs.

● Drive clear differentiation between high, average, and low performers

● Strengthen a culture of meritocracy, ownership, and accountability

7. Leadership Enablement & Capability Building

● Train managers on performance management, coaching, and feedback delivery.

● Build leadership capability in goal setting and performance conversations

● Promote a culture of continuous feedback beyond formal review cycles

8. Systems & Process Optimization

● Lead implementation or optimization of performance management systems (HRIS/tools)

● Automate performance tracking, reporting, and review workflows

● Ensure scalability, efficiency, and user adoption as the organization grows

Qualifications

● 8–12+ years of experience in HR, Operations, or Business Analytics, with deep expertise in KPI

design, performance frameworks, and organizational effectiveness. Candidates from non-HR backgrounds must demonstrate hands-on experience building or managing structured

performance measurement systems

● Proven track record of building or transforming performance management systems from the ground up

● Strong understanding of KPI frameworks, OKRs, or similar methodologies

● Experience in fast-paced, high-growth, tech-enabled, or startup environments is a plus

● Strong stakeholder management with the ability to influence senior leaders

● Data-driven with strong analytical and problem-solving capabilities

● Genuine interest in AI tools and a demonstrated ability to learn and apply them to automate or improve HR and performance management processes
