Position Overview

PalmPay is seeking an experienced and hands-on Head of Finance to lead and scale its finance operations in the Philippines. This role is responsible for financial strategy, accounting, regulatory financial compliance, treasury, taxation, internal controls, and supporting business growth in a Bangko Sentral ng Pilipinas (BSP)regulated fintech or digital financial services environment.

The ideal candidate will have strong leadership experience in fintech, banking, or digital payments, with deep knowledge of BSP regulations, financial reporting, and fund management.

Key Responsibilities

Financial Strategy & Business Partnership

• Develop and execute financial strategies aligned with PalmPay's business objectives in the Philippines
• Act as a strategic finance partner to the Country CEO and leadership team, providing insights on growth, profitability, and risk
• Support new product launches (wallets, payments, lending, merchant services) through financial analysis and feasibility assessment
  
  

Regulatory & Financial Compliance (BSP)

• Ensure full compliance with Bangko Sentral ng Pilipinas (BSP) regulations, circulars, and reporting requirements
• Oversee submission of all statutory financial reports to BSP and other regulatory bodies
• Lead finance-related regulatory audits, inspections, and compliance reviews
  
  

Financial Reporting & Controls

• Oversee accounting operations and ensure accurate, timely financial reporting in accordance with IFRS/PFRS and group standards
• Prepare monthly, quarterly, and annual financial statements and management reports
• Establish and maintain strong internal control frameworks, policies, and SOPs
  
  

Treasury, Cash Flow & Fund Management

• Manage treasury operations, liquidity planning, and cash flow forecasting
• Oversee reconciliation, settlement, and fund flows with partner banks, PSPs, and payment networks
• Ensure safeguarding of customer funds and proper segregation of operational and trust accounts where applicable
  
  

Taxation & Statutory Compliance

• Oversee corporate income tax, VAT, withholding tax, and other statutory tax matters in compliance with Philippine regulations
• Coordinate with external tax advisors and auditors to ensure timely filings and compliance
• Support tax planning initiatives while maintaining regulatory integrity
  
  

Risk Management & Governance

• Identify and manage financial, operational, and regulatory risks
• Work closely with Compliance, Legal, Risk, and Internal Audit teams to ensure strong governance
• Support enterprise risk management and internal audit activities
  
  

Team Leadership & Development

• Build, lead, and develop a high-performing finance team across accounting, treasury, reporting, and tax functions
• Set performance objectives, coach team members, and ensure operational excellence
  
  

Required Qualifications & Experience

Education & Professional Qualifications

• Bachelor's degree in Accounting, Finance or related field (Master's preferred)
• Professional certifications such as CPA (Philippines), ACCA, CFA, or CMA are strongly preferred
  
  

Experience

• 1012+ years of progressive finance experience, with 45+ years in a senior management or leadership role
• Prior experience in fintech, digital payments, e-wallets, banking, or financial services
• Hands-on experience working within a BSP-regulated environment is highly preferred
• Experience in multinational or cross-border financial reporting is an advantage

• Strong financial leadership, strategic thinking, and execution ability
• Deep understanding of regulatory finance, treasury, and fund operations
• Excellent communication and stakeholder management skills
• High integrity, attention to detail, and ability to thrive in a fast-paced environment
