Job Summary
Under the general direction of a School of Social Work administrator and operating within the guidelines of the Universityâs contract with the Department of Social Services, the Functional Specialist will participate in the design and building of departmental system applications, tools, and equipment with a focus on the Departmentâs business domains, and facilitates implementation and use of the system applications, tools, and equipment.
This position will assist the Office of Organizational & Skill Development (OSD) in providing continued comprehensive training and organizational support services to the Connecticut Department of Social Services.
Duties And Responsibilities
- Coordinates tool/equipment usage and tracking, office processes, and workflow associated with an assigned application system(s).
- Troubleshoots issues with tools and administrative or system workflows.
- Responds to requests for altered equipment, tools, and system workflows.
- Reviews the viability of equipment and/or software solutions for meeting business requirements.
- Generates system queries and reports, determining among appropriate fields and values to use to meet report requirements.
- Serves as the functional liaison between departmental stakeholders and IT staff and/or vendors.
- Serves on cross-functional business process teams.
- Prepares and delivers training in support of the use and maintenance of equipment, tools, or system applications.
- Maintains an understanding of the Departmentâs business functions and its processes.
- Serves as a resource in the design and testing of IT systems for improving processes.
- Guides the work and activities of any assigned staff.
- Quotes and purchases items for needs and maintains an updated inventory of supplies and equipment for the Department.
- Performs user acceptance testing.
- Performs related work as required.
Minimum Qualifications
- Bachelorâs degree in a related field and four years of relevant experience. An equivalent combination of education and/or experience may be substituted for the degree and years requirement.
- Demonstrated experience and knowledge of computer applications for training environments.
- Demonstrated knowledge of relevant assistive tools and equipment.
- Knowledge of Microsoft Office and related software applications.
- Demonstrated knowledge of writing requirements specifications and development, process follows, and developing business use cases.
- Excellent project management, administrative, and organizational skills, including the ability to identify and resolve administrative problems.
- Ability to troubleshoot system application issues and incidents.
- Excellent written, verbal, and interpersonal skills and ability to work effectively with staff and administrators as well as external agencies/groups and the public.
- Ability to critically think, problem-solve, and analyze data.
- Experience managing and leading project teams.
Preferred Qualifications
- Demonstrated ability to document and communicate information across diverse audience groups with differing levels of knowledge and expertise.
- Proven ability and experience in organizational development.
- Demonstrates knowledge and experience in project management.
- Direct experience with system development and application to business use.
- Demonstrated knowledge of the Department of Social Services (DSS) services and processes.
- Demonstrated experience and knowledge of state eligibility and enrollment systems.
APPOINTMENT TERMS
This is a full-time, end-dated position with the potential for annual renewal with the University of Connecticutâs School of Social Work based on performance and available funding. This position is primarily based in the Connecticut Department of Social Services Hartford Central office location. As a University of Connecticut employee, there is a full benefit package available. Other rights, terms, and conditions of employment are contained in the collective bargaining agreement between the University of Connecticut and the University of Connecticut Professional Employees Association (UCPEA).
