Founded by 50 business leaders, it encourages companies to fulfill their corporate social responsibility (CSR) by pooling resources and expertise to support sustainable development.

ROLE SUMMARY
The Finance Officer manages all financial transactions and ensures full compliance with PBSP and DFAT policies on accounting, procurement, anti-fraud, and audit requirements. The role prepares budget monitoring reports, acquittals, and supporting documentation for milestone submissions.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Financial Management and Monitoring
- Maintain accurate records of all financial transactions in accordance with PBSP accounting policies.
- Monitor expenditures against budget lines and milestone allocations.
- Prepare monthly, quarterly, and milestone-based budget reports.
- Track burn rates and provide variance analyses to the Project Team Leader.
- Ensure timely processing of payments, reimbursements, cash advances, and liquidations.
Milestone and DFAT Financial Reporting
- Prepare acquittal reports and supporting schedules for each DFAT milestone.
- Consolidate receipts, payroll registers, activity expense summaries, and procurement documentation.
- Ensure all documents meet DFAT financial reporting standards and audit requirements.
- Support preparation of financial annexes for DFAT submission packages.
Procurement and Compliance Support
- Implement internal controls aligned with: DFAT Fraud and Corruption Control Framework, Counter-Terrorism Financing checks, Child Protection requirements, PSEAH safeguards
- Identify and flag financial or operational risks to the Project Team Leader and PBSP Finance Unit.
- Support periodic internal and external audits.
Financial Systems and Recordkeeping
- Maintain organized digital and physical financial files.
- Update project expense trackers, asset ledgers, and procurement registers.
- Coordinate with PBSP Finance for bank reconciliations, payroll, and statutory compliance.
- Ensure traceability of funds and documentation for all expense categories.
Coordination
- Work closely with the Admin Officer and Project Officers to validate activity costs.
- Coordinate with BARMM partners and suppliers for financial documentation.
- Participate in project coordination meetings and milestone reviews.
MINIMUM QUALIFICATION
Education: Bachelor's degree in accountancy, finance, or related business disciplines.
Experience:
- At least 3 years of experience managing finances for donor-funded or development projects
- Experience with milestone-based reporting and audit preparation
- Knowledge of procurement and financial compliance requirements
- Experience working in Mindanao or BARMM is an advantage
