Job Description

The Accounting & Finance Manager oversees the bank's financial accounting, regulatory reporting, budgeting, and financial control functions. The role ensures compliance with Bangko Sentral ng Pilipinas (BSP), Philippine Financial Reporting Standards (PFRS), BIR regulations, and internal policies. The manager plays a key role in maintaining financial integrity, driving effective financial planning, and supporting strategic decision-making.

Key Responsibilities

Financial Accounting & Reporting

  • Oversee preparation and accuracy of the bank's financial statements in accordance with PFRS and BSP guidelines.
  • Ensure timely submission of statutory reports to BSP, BIR, SEC, PDIC, and other regulatory bodies.
  • Manage general ledger operations, reconciliations, accruals, and month-end/year-end closing activities.

Regulatory Compliance

  • Monitor compliance with BSP circulars, financial reporting packages (FRP), and other regulatory requirements.
  • Coordinate audits (internal, external, BSP, COA, PDIC) and ensure timely resolution of audit findings.
  • Maintain updated knowledge of new regulations affecting financial reporting and accounting processes.

Budgeting & Financial Planning

  • Lead the annual budgeting, forecasting, and financial planning processes.
  • Analyze financial performance versus targets and provide insights to management.
  • Prepare management reports, variance analyses, and strategic recommendations.

Financial Controls & Risk Management

  • Implement and maintain strong financial controls, accounting policies, and risk management frameworks.
  • Ensure proper controls over financial transactions, cash management, and asset-liability activities.
  • Identify financial risks and recommend mitigation strategies.

Treasury & Cash Flow Management

  • Support treasury operations in liquidity monitoring, fund placement, and investment management.
  • Ensure accurate recording of treasury transactions and compliance with ALM policies.

Process Improvement & Systems Management

  • Enhance accounting systems, workflows, and financial reporting tools.
  • Support migration or integration of financial systems (e.g., core banking systems, ERP modules).
  • Champion automation and digital tools to improve efficiency and accuracy.

Team Leadership & Coordination

  • Supervise and mentor accounting and finance staff.
  • Promote a culture of compliance, accuracy, and operational excellence.
  • Coordinate with other departments (Operations, Risk, Audit, Treasury, Branches) on finance-related matters.

Qualifications

Education

  • Bachelor's degree in Accountancy, Finance, or related field.
  • Certified Public Accountant (CPA) strongly preferred.
  • Additional training in banking finance, risk, or compliance is an advantage.

Experience

  • Minimum 58 years of experience in accounting/finance, preferably in a BSP-regulated financial institution.
  • Experience in financial reporting, audits, regulatory compliance, and budgeting.
  • Familiarity with banking financial systems and regulatory reports (e.g., FRP, CAR, DOSRI, liquidity reports).

Skills & Competencies

  • Strong knowledge of Philippine banking regulations and PFRS.
  • Excellent analytical and financial modeling skills.
  • High attention to detail, accuracy, and documentation.
  • Strong leadership, communication, and cross-functional collaboration skills.
  • Proficiency in accounting systems, ERPs, and MS Excel (advanced).
