Job Summary
- Engage employees in safety initiatives, promoting a proactive safety culture.
- Act as liaison between management and regulatory bodies on safety and health matters.
- Investigate workplace accidents or near-miss incidents to identify root causes and provide corrective measures to prevent recurrence.
- Ensure compliance with occupational health and safety laws.
- Conduct safety training sessions on topics such as safety and health orientation, fire safety awareness, emergency responses, good housekeeping, and working at heights.
- Carry out scheduled safety audits and inspections of workplaces (fabrication, warehouse, offices, barracks); prepare and submit audit/inspection reports to the EHSS Manager.
- Assist the EHSS Manager in developing and updating the company's EHSS program.
- Act as secretariat of the project safety and health committee.
- Collaborate with local authorities and security agencies to ensure the security of the company's facilities and personnel.
- Ensure implementation of the EHSS program across all sites to mitigate potential risks or threats.
Duties and Responsibilities
- Recommend effective control measures for accident/injury prevention.
- Conduct safety inspections and investigate workplace accidents/injuries; submit a separate report with accident analysis for the workplace and job sites.
- Maintain or assist in maintaining an efficient accident record system and coordinate actions with site supervisors to eliminate accident causes.
- Assist in the formulation and updating of guidelines, procedures, and policies pertaining to health, safety, and workplace security.
- Submit internal EHSS reports and monitor the implementation of corrective actions.
- Issue Work Stoppage Orders (WSO) on construction sites, when necessary, based on OSH standards and procedures.
- Serve as Secretary to the Project Health and Safety Committee (PHSC), with duties to:
- Stay abreast of latest agency memoranda, joint circulars, and implementing rules and regulations (IRRs)
- Prepare minutes of meetings
- Report the status of approved recommendations
- Notify PHSC members of meetings
- Submit reports to management on all PHSC activities and recommendations
- Conduct and coordinate all health and safety training programs/seminars for employees and employer.
- Assist government inspectors in conducting safety and health inspections and accident investigations by providing required information and documentation in accordance with OSH standards.
Qualifications
Education & Experience
- Graduate of any four-year course
- With at least 3 to 5 years of experience as Safety Officer Level 2 (SO2) in construction management or building construction, focusing on the implementation of applicable safety and health standards
- Completed training in the following:
- Construction Occupational Safety and Health (COSH)
- Loss Control Management
- Standard First Aid
Knowledge
- Occupational Safety and Health (OSH) and environmental standards
- First aid and fire safety procedures
- Project and construction management principles
- Proficient in Microsoft Office applications
Skills
- Strong problem-solving and analytical skills
- Excellent oral and written communication skills
- Strong management capabilities in project management, scheduling, quality assurance, and construction safety
- Holder of a valid driver's license, with eligibility to drive a motorcycle and a car.
