Job Description

Purpose:

To provide Rotating Equipment Discipline Engineering Technical Assurance and to ensure safe, efficient and reliable operation of the Malampaya Assets.

THE ROLE

Accountabilities:

  • Responsible for ensuring the safe, efficient, and reliable operation all Rotating Equipment, according to HSSE and Process Safety requirements, and in line with the organization's business plan.
  • Ensure effectiveness of discipline strategies, practices, and procedures, identifying and closing critical gaps against all relevant elements of the Asset Management System.
  • Periodically review the Rotating Equipment maintenance strategies and surveillance tasks for their effectiveness and efficiency to achieve reliability and cost efficiency.
  • Function as owner of the Rotating Equipment elements in the Asset Care Plan, Maintenance Reference Plan and the Asset Reference Plan and ensure execution of these plans through the annual business planning cycle.
  • Promote empowerment of the Frontline through technical coaching, and supporting competency development of maintenance and operations frontline staff.
  • Ensure compliance of Rotating Equipment discipline activities against the Integrated Activity Planning process. Ensure that the Short- and Medium-Term plans are realistic and are executed accordingly, including major overhauls, for offshore and onshore facilities.
  • Apply Continuous Improvement tools to drive improvements in safety, technical Integrity, reliability, availability, cost within the discipline.
  • Administer the Rotating Equipment condition monitoring program, including vibration monitoring and periodic lube oil analysis, ensuring timely response to early signs of failure.
  • Maintain a living program for Proactive Technical Monitoring program for the Rotating Equipment Discipline, aligning practices with other interfacing teams and work processes such as ORIP, PMO, MTA, ESP, etc.
  • Support the Technical Authority Level 2 (TA2) Rotating Equipment (Operate Phase) with the assurance of the following safety critical element (SCE) groups: PC003 Rotating Equipment, PS004 Firewater Pumps, IC008 Miscellaneous Ignition Control Components - Lead Hardware Barrier Assessments for these SCE groups.
  • Review changes in SCE Maintenance Strategies versus Performance Standards and endorse approval of these changes to the appropriate Rotating Equipment Technical Authority.
  • Assess the suitability and effectiveness of the assurance activities specified in the Performance Standards of Safety Critical Elements.
  • Function as Contract Holder for assigned critical rotating equipment healthcare and supporting contracts (i.e., Siemens, Hoerbiger, and Solar contracts).
  • Ensure timely review and update of Rotating Equipment discipline Critical Documents and procedures for relevance, fitness for purpose, and consistency with technical standards and industry practices.
  • Provide discipline input to engineering changes. Discipline support throughout design, procurement, construction, and commissioning.
  • Provide SME input to the Reliability and Procurement Teams in ensuring a robust and cost-effective spare parts stocking strategy.
  • Keep abreast of developments in technologies, practices, and industry standards. Replicate and apply these enhancements where it adds value to the business.
  • Keep abreast of breakdowns and pro-actively challenge how to reduce/ eliminate, initiate needed changes to maintenance procedures or equipment as required.
  • Support Maintenance and Operations in ensuring reliable operation and maintenance of rotating equipment through site observation, reliability walks and spot checks of ongoing repairs and other onsite /off-site activities.
  • Lead failure investigations and technical studies for key rotating equipment vulnerabilities and incidents, using Causal reasoning or other relevant techniques, within the AMS framework.
  • Provide input to reports, audits, and other company corporate organisations etc.
  • Hold occasional discipline forums to discuss issues of general interest and promote teambuilding.
  • Ensure discipline input into technical reviews including IPF assessments, HAZOP reviews, PM Optimization reviews, etc.
  • Complete final pass review of inspection packages report after the completion annual inspections, i.e. 4K and 8K inspection scopes on Gas Turbines Review Inspection Reports of pressure vessels, piping, pipelines and tanks in-service to determine the effects of in-service corrosion and degradation, and its effect on the remaining life of the equipment and provide recommendations as necessary to arrest degradation.
  • Pursue initiatives to continue to lower operating costs without compromising integrity or reliability.
  • Provide discipline assurance in engineering changes via the e-MOC process, and in portfolio projects, using relevant discipline control points, as necessary.
  • Function as project/activity manager for discipline-led maintenance and project activities.

Key Challenges:

  • Alignment of routine activities to assure technical integrity with site operational strategy, i.e. Production Holds and Turnarounds.
  • Application of novel technology to balance asset availability vs inspection effectiveness and cost efficiency.
  • Assurance of deviations and deferrals caused by limitations in resources, POB, maintenance windows.
  • Provision of technical expertise for mitigation of emergent process containment issues to minimize equipment downtime.

THE INDIVIDUAL

  • Bachelor of Science in Mechanical Engineering
  • Minimum 5 years in the Oil & Gas Industry.
  • Knowledge of Rotating Equipment design principles, operation and maintenance.
  • Experience in maintenance, diagnostics, troubleshooting and/or failure analysis of Gas Turbines, Pumps, Compressors and Engines.
  • Knowledge of Reliability Centered Maintenance or equivalent Risk and Reliability Management Tools.
