The Role

Reporting to the Director of Finance, the Director of Purchasing leads the end-to-end procurement and supply chain function for Mandarin Oriental Makati through preopening, opening, and steady-state operations, ensuring the timely, compliant, and cost-effective acquisition of FF&E, OS&E, CapEx, services, and operational supplies. The role designs and enforces the procurement strategy, controls, and systems required for a luxury brand openingbalancing brand standards, quality, and sustainability with value, governance, and speed-to-open.

Key Responsibilities

  • PreOpening Leadership
  • Master Procurement Plan: Build and execute the preopening procurement roadmap aligned to construction/fitout milestones, critical path, mock-up room timelines, and handover dates.
  • FF&E & OS&E Packages: Lead specification confirmation, sourcing, bidding, vendor selection, and contracts for all FF&E/OS&E, collaborating with Technical Services, Design, Rooms, F&B, Spa, IT, and Engineering.
  • Critical Path & Readiness: Track long-lead items; establish risk registers, mitigations, and contingency options; provide weekly executive dashboards and site-readiness reporting.
  • Importation & Logistics: Oversee shipping plans, customs documentation, and duty/tax optimization in coordination with brokers and owners reps; ensure compliant HS codes and incoterms.
  • PreOpening Budget Control: Co-own preopening procurement budgets and forecasts; implement sign-off matrices (CapEx/NonCapEx) in line with MOHG and ownership policies.
  • Vendor Prequalification: Establish approved vendor lists; assess financial health, capacity, ESG credentials, and after-sales support; secure performance warranties and service-level expectations.
  • System Build: Configure and test the hotel's eProcurement/ERP (e.g., catalogue setup, approval workflows, three-way matching, receiving, inventory).
  • Policies & SOPs: Draft Purchasing, Receiving, and Stores SOPs, including authority limits, bid requirements, conflict-of-interest declarations, and audit trails.
  • OS&E Room Kitting & Warehousing: Direct consolidated kitting, secured storage, and issuance based on room numbering and floor sequence; maintain full traceability.
  • PostOpening Operations
  • Sourcing & Contracting: Lead competitive sourcing for food & beverage, rooms, spa, engineering, IT, and corporate services; negotiate rate cards, rebates, SLAs, and framework agreements.
  • Cost & Quality Assurance: Monitor supplier performance (OTIF, quality defects, NCRs); implement should-cost analysis and market benchmarking; support menu engineering and recipe costing with culinary and finance.
  • Controls & Compliance: Enforce three-way match, separation of duties, periodic cycle counts, and year-end inventory; support internal/external audits and compliance with local regulations.
  • Sustainability & Responsible Sourcing: Drive sustainable packaging, local sourcing where appropriate, waste reduction, and supplier ESG commitments aligned with MOHG standards.
  • Stakeholder Partnership: Maintain tight alignment with Finance, Culinary, F&B Service, Housekeeping, Spa, Front Office, Events, Engineering, IT, Security, and Marketing.
  • Team Leadership: Build, coach, and retain a high-performing purchasing & receiving team; set clear KPIs; succession planning and ongoing training.
  • Data & Reporting: Produce weekly/monthly purchasing dashboardsspend analytics, savings tracking, supplier scorecards, exception reports, aging POs/GRNs, and inventory turns.

Governance & Controls

  • Approval Matrix: Maintain up-to-date matrix by spend tier/category; ensure dual approvals for sensitive categories and CapEx.
  • Bid Protocol: Minimum quote requirements (e.g., 3 bids) with documented evaluations; transparent award rationale and conflict-of-interest logs.
  • Contract Repository: Centralized, searchable contracts with key dates (renewals, price reviews, warranty expiries).
  • Asset Integrity: Ensure serial tracking and warranty documentation for critical FF&E and plant equipment.
  • Risk Management: Maintain supply risk assessments; define alternates for critical categories; crisis procurement playbook (e.g., typhoon, port congestion, supply shocks).

Qualifications & Experience

  • Education: Bachelor's degree in supply chain, Business, Finance, Engineering, or related field; MBA or relevant master's preferred.
  • Experience:
    • 812+ years procurement experience, with at least 5 years in luxury hospitality.
    • Proven preopening hotel or mixed-use development experience is strongly preferred.
    • Demonstrated leadership of FF&E/OS&E programs and complex logistics/importation.
  • Certifications (advantageous): CIPS, CPSM, CSCP, CPIM.
  • Systems: Proficiency in eProcurement/ERP, inventory and receiving modules; strong Excel/Power BI skills; comfort with contract lifecycle tools.
  • Language: Excellent English (written & verbal).
